Job Description

The FM Services Procurement Lead, will be responsible for effectively managing, developing and mentoring colleagues. Specifically focusing on delivering outstanding value on a daily basis via our current FM arrangements. They will also lead the category strategy development, implementation and sourcing activity within the category of FM Services. The post holder will maintain strong relationships with incumbent suppliers and stakeholders, to optimise supply chain and procurement delivery. The commercial activities include; strategy development, price analysis, negotiation and contract placement; including subsequent contract management and close out. These activities will be within the FM portfolio, in order to contribute to the successful performance of programmes and/or projects and to support the achievement of Sellafield Ltd.’s Enterprise Mission. The Supply Chain Directorate helps protect the business from risk, delivers exceptional value for money to the UK taxpayer, whilst ensuring exceptional stakeholder engagement and service.


Principal Accountabilities

• Authority to commit expenditure of Sellafield funds within approved delegated authority.
• Act as support to the Category Manager during Procurement Strategy approvals at the Sellafield and NDA approval panels.
• External and Market Research – Co-ordinate and oversee market research activities to build and share knowledge of the competitive market and innovative solutions/ approaches within other sectors.
• Strategy & Planning – Develop, draft and implement, category strategies, contract management strategies and contingency strategies required to deliver all procurements within their portfolio. The ability to influence and work with clients and suppliers, to ensure that the most appropriate procurement strategy and route are implemented. The ability to ensure that procurement needs are met efficiently and cost effectively and in line with overall strategic business aims. The post holder will maintain, support and improve the quality of the Procurement Plan for their portfolio, and ensure the plan in place is accurate with robust data integrity. Whilst also ensuring any changes made to the plan follow the change control process.
• Category/ Commercial Management & Compliance– To ensure intelligent application of category and commercial activities. Providing direction and coaching to cross functional teams, on compliance with Public Contract Regulations and with all Sellafield policies, minimum standards and governance / risk mechanisms.
• Supplier Governance & Performance – Implement and deliver appropriate supplier relationship and contract management strategies and ensure all Sellafield minimum standards and controls are met in line with the Commercial Management Framework.
• Business Partnering – To partner and collaborate with Infrastructure as an integrated team member. Establish a full understanding of the business needs and bringing challenge through strong external insight. Provide alternative solutions to reshape thinking within Infrastructure. Work collaboratively to develop sourcing solutions that deliver best value and compliant procurements that drive continuous improvement and innovation.
• Value Delivery and Performance –Delivery of commercial savings targets within assigned category by developing a delivering against a robust savings plan.
• Project and Change Management – Support the category manager in the delivery of change internally and externally using project and program management skills to ensure projects are completed successfully.
• Performance & Capability Development – Accountable for the development of self and direct reports and supporting the category manager in creating a business facing and high performing category team.
• Risk Management – Assess the commercial risk to the business within the category, highlight and mitigate in line with departments risk process.
• Continuous Improvement – Support and actively contribute to the creation of a continuous improvement culture within team.


Knowledge & Experience

The post holder will have proven experience in managing end to end Procurement activity across Hard and Soft FM (TFM). They will have a deep understanding of hard services categories such as M&E, minor works, refurb and fitout. Coupled with a deep working knowledge of Soft services categories, including cleaning, catering, security and document management and aware of latest industry efficiencies. They will be a confident communicator who can successfully negotiate and maintain relationships with suppliers and internal stakeholders. The ability to be successful in working in a complex environment with a wide array of stakeholders is essential. The role requires knowledge of category management, procurement processes and wider commercial issues, this includes strategy development, cost and price analysis, negotiation, commercial risk assessment, contract placement, contract management and contract close out.
• The portfolio covers all FM arrangements totaling ~£100M pa and includes the management of all commercial obligations necessary for contract managing a £500m NEC3 agreement.
• Any additional requirements that present themselves as and when required. The post holder has authority to contractually commit the Company to spend with the supply chain (see authorities and dimensions) and while the jobholder operates within a given Commercial framework there remains a significant degree of latitude and decision-making authority within the operating model.


Essential Skills

• Degree in relevant discipline or equivalent experience in commercial /contract management
• Extensive experience working in procurement/supply/ highly pressurised operational unit, covering a broad range of products and services,
• Extensive leadership and management experience
• Knowledge and/ or a commitment to develop strong working knowledge of Public Contract Regulations
• Expansive knowledge of relevant legislation and guidelines e.g. NEC3 terms and conditions
• Ideally Member of the Chartered Institute of Purchase & Supply (MCIPS) or Royal Institute of Chartered Surveyors (RICS) or Institute of Workplace and Facilities Management (IWFM)
