Working Pattern: Days (37 hours per week, typical hours are 07:30 – 15:40 or 08:10 – 16:20)
Location: Sellafield, West Cumbria.

What will the successful candidate be doing:

Control and supervise a portfolio of construction work being undertaken as part of the construction team on a programme of work. To assist in the development and enabling of the construction works then manage a team overseeing the works on behalf of the Construction Manager, ensuring that the design intent is met and that activities are executed to meet the regulatory & statutory requirements of the Licensee in a timely and cost-effective manner.

Knowledge & Experience:

Considerable experience over a range of demanding Engineering topics. The demands may be in form of project delivery pressures (time, cost & quality constraints), technical complexity of work being delivered or heavily regulated industry. The experience would be over the range of deploying craft skills in early career followed by a more senior position within the delivery organisation where influencing skills are demonstrated.

• Experience and proven ability in front line supervision of trade/craft effort.
• Proven ability to Manage and Deliver Construction projects and tasks.
• Experience in and ability to provide guidance to project & design managers, construction team.
• Knowledge of NEC 3 Contracts.
• Understands construction arrangements in compliance with Nuclear Site Licence Condition 19.
• Has a strong desire to drive for results within their teams/departments.
• Can influence others to improve.
• Can develop and maintain effective relationships and communications with key stakeholders.
• Senior stakeholder management and effective communicator.
• Effective at directing colleagues/team.
• Can ensure input to other project processes are incorporated, for example, design, HAZOP, risk, contract, estimating and knowledge management.
• Has a basic understanding of the Sellafield gated process.

Essential Skills:

Recognised Engineering Apprenticeship at NVQ Level 3,
o OR Member of the Institute of Engineering or member of Institute of Clerk of Works. o OR Engineering Technician (Eng Tech) status.
o OR Equivalent qualification in relevant engineering, manufacturing, process, or plant operations subject.
o OR Experience of delivery in an engineering, technical or operational role.

Experience in directly managing a team delivering engineering or technical work with demonstrable record of success. Ability to achieve and maintain SQEP status against SR0620.

Desirable Skills:

• HND or equivalent Level 5 qualification in relevant engineering subject.
• Incorporated/Chartered Engineer Status.
• CDM Awareness training.
• 5 years minimum experience within multi discipline projects.
• Experience of Managing Construction Work at Sellafield.
• Nominated Rep (NR).

The Ideal Candidate:

Principal Accountabilities:

Ensuring that work is controlled in accordance with Conduct of Engineering Manual and that all legal, regulatory, contractual and governance arrangements are met. This is especially in aspects of radiological and nuclear safety in support of the “Intelligent Customer” aspects of construction. This is where “Intelligent Customer” duties for Construction work are to ensure that Sellafield Ltd gets the services it requires from its suppliers through rigorous oversight and technical review before, during and after implementation.

• Ensuring a proactive & proportionate approach to radiological, conventional, and environmental safety to ensure that they are optimised on the construction site in accordance with approved construction documents and to protect Sellafield Ltd from any undue risks.
• Apply principles of constructability to construction tasks and provide construction input into hazard management and multidisciplinary design Reviews. Assist in the provision of construction expertise as require, helping to define the construction discipline phase of the project and ensuring the design, work scope and construction strategies embed the outputs.
• Manage the delivery of their area of the programme to meet safety, cost, programme dates and quality objectives and ensuring any corrective actions required are taken.
• Assessing, authorising, and maintaining the competence (SQEP) of Sellafield Ltd and contractor key construction personnel. Develop SQEP discipline personnel, identify training needs and ensure that site resources are utilised and managed effectively.
• When leading an element of the construction team supervise to guide and coordinate them in accordance with the identified procedures and instructions. Liaise with designers and project personnel to ensure correct interpretation of their requirements and obtain authorisation for modifications consequent upon site conditions.
• Utilise the team to ensure that contractors and their supervisors are monitored on an ongoing basis and that contractor’s management takes positive action to maintain safety, health, and environmental arrangements to the highest possible standard.
• Review and endorse controlling documents submitted by contractors prior to the commencement of work. Use the team to ensure that construction work allocated is supervised, witnessed, checked, and accepted to a specific verifiable standard, monitoring contractor compliance with the controlling documents. Verify that both the construction work and manufacturing records to ensure the design intent is met.
• Responsible for monitoring the work of contractors in relation to site, contractual and statutory requirements and ensure contractors are aware of their responsibilities.
• Upward reporting of progress in their area. Overall progress will be reported up on a weekly basis with exception being given to ‘critical items’ where progress may be reported more frequently.
• Manage appropriate records for safety, contractual and / or quality purposes.
• Assist with input and maintenance of the Construction Phase Plan as required to meet current UK Legislation.
• Assist with input to the commercial process, prepare local instructions to contractors and ensure that work is effectively managed to control costs.
• Liaison and co-ordination of interfaces between contractors, designers, operators, work planners and Client to ensure the flow of information between their work area and the rest of the programme and the work is integrated with that of other Engineering disciplines.
• Capture, share and apply construction LFE and shared best practice to improve capability and business performance in the medium and longer term.
