Chief Engineer (Secondment Opportunity)
Job Description
Lead the organisation delivering fit for purpose plant engineering and maintenance services for Sellafield Ltd. Act as Engineering Authority for the Enterprise and define all Engineering processes.
Principal Accountabilities
• Act as Engineering Authority for Sellafield Ltd, establishing functional requirements and specifications, and ensuring that the design of engineering systems / equipment meets the whole life cycle needs of the facility.
• Ensure that all safety case requirements, legal obligations and relevant good practice are clearly defined, understood, communicated and fulfilled during current operations and modifications and in planning future operations/plant configurations.
• Act as the primary process owner for Asset Management across the Enterprise.
• Ensure that all maintenance activities are undertaken in compliance site license condition 28.
• Act as the process owner for license condition 22 plant configuration.
• Participate on the Operations lead team and lead the development of engineering strategy which supports overall Sellafield goals.
• Develop and deliver operational plans which enable the assigned engineering area to achieve set targets and contribute towards the achievement of Sellafield objectives.
• Carry overall responsibility for safety, cost and quality standards for Engineering, ensuring compliance with appropriate regulations, standards and policies.
• Establish, implement and maintain the technical baseline for Sellafield Ltd plant assets including the technical basis of maintenance.
• Ensure the delivery of pragmatic, technically sound and fit for purpose engineering and maintenance solutions to optimise facility performance and demonstrate optimum whole life cycle value.
• Accountable for the delivery of jobs and tasks portfolio to support future operations/plant configurations.
• Develop medium and long term workforce plans and take required action to develop appropriate engineering and maintenance capability to meet SL objectives.
• Keep up to date with changes in the external environment which could impact upon workforce needs, taking action as required to mitigate and manage risks to capability of the company.
• Represent the company to a range of internal and external stakeholders to ensure alignment of activities to enable the effective delivery of engineering objectives.
• Act as the key point of contact for regulators and external stakeholders, ensuring that requests are appropriate and fulfilled in a timely manner, negotiating as required to ensure smooth and successful inspections.
• Act as an official representative of Sellafield Ltd, representing the organisation at external events and to external partners to drive policy and standard development.
• Identify opportunities for Enterprise-wide improvements, working across directorates to lead, develop and implement improvement solutions.
Authorities & Dimensions
The Chief Engineer has the authority to:
• Facilitate the movement of Engineering and Maintenance resources around the organisation to achieve business targets and ensure safe operation of the site.
• Define the parameters of the Plant Engineering and maintenance structures, organisation and numbers to achieve the plant engineering activities.
• Appropriate delegated powers of financial authority, as referenced in SLM 4.04.01 “Delegated Powers of Financial Authority Manual”.
• The Chief Engineer acts on behalf of the Chief Executive Officer as the Engineering Authority for Sellafield Ltd.
Engineering complexity: Very High – multiple disciplines and external interaction
Team Management: Responsible for a team of c.2500 -3000 Professional Engineers and maintenance personnel aligned to support a facility/number of facilities on the site.
Budget Management: This role directly manages a budget of £200 -250 million but also defines all project work for the enterprise to further value of circa £200 million.
Essential Skills
• Degree or equivalent training/experience in a relevant engineering discipline.
• Fellowship status or potential to achieve fellowship status, with aligned evidence.
• Significant senior level engineering experience, providing depth and breadth of knowledge to act with credibility.
• Excellent leadership skills and experience, including influence in a matrix organisation. • Experience of the Nuclear Industry and the application of engineering disciplines in a nuclear environment.
Role Context & Challenges
This role will be part of the Site Management Transition Director team until this is moved into the Operations team with ownership of all plant engineering activities for Sellafield Ltd and sole Engineering Authority for Sellafield Ltd.
This role is expected to lead by example to promote standards and expectations of behaviour and performance.
Post holders are responsible for leading the implementation of statutory, regulatory and site licence requirements regarding plant engineering in a diverse nuclear environment.
Excellent people leadership and strong negotiation skills are essential to manage the internal and external stakeholder relationships.
Leads regular involvement with regulators, stakeholders, auditors, unions and benchmarking exercises
Additional Information
• This is a 12-month secondment opportunity available to individuals at grade Band 2 or the NDA equivalent grade.
