Commissioning Operability Section Lead
Job Description
Under the supervision of a Commissioning Operability Manager, responsible for:
• Managing a commissioning team delivering commissioning activities.
• Commissioning input to project and operational strategies.
• Supervising contractors delivering commissioning.
• Input into design and safety cases.
• Authorising operational safety schedules and O&M documentation.

Principal Accountabilities
Support commissioning delivery in accordance with the SLMS.
• Supports delivery of disciplined operations and maintenance.
• Supervising a contractor delivering commissioning.
• Authorising operational safety schedules and O&M documentation.
• Lead on Basic Cause Investigations.
• Author/own reports presented to the Management Safety Committee (MSC).
• Lead assurance activities (interface with internal and external regulators) through planning, monitoring, oversight and through production of routine reports.
• Lead practical problem solving as required and provide subject matter expertise, advice and guidance on specific plant issues.
• SME for generation & delivery of training material in conjunction with training team for specific topic areas, for example DAP process.
• Lead delivery of maintenance and asset care arrangements including instruction, scheduling, procurement and contract requirements.
• Development of schedules for Human Factors and operational preventative measures (OPM) for safety testing.
• Lead and coach the team, set objectives, review and manage performance.
• Support delivery of the PXP/Schedule build/Estimation of operability scope.
• Contribute to effective stakeholder management with a wide range of stakeholders to keep stakeholders engaged.
• Lead the application of principles of Nuclear Safety delivery in Projects.
• Assess and maintain the competence (SQEP) of SL and contractor key operability personnel to ensure that they can deliver the work in a safe and efficient manner.
Knowledge & Experience
• Leading and coaching the commissioning team to maximise their efficiency and effectiveness to deliver in a timely manner fit for purpose work in a safe manner to meet or better the project construction element baseline cost, schedule, and quality requirements.
• Developing and executing effective commissioning strategies and plans in line with the overall project strategies and plans.
• Reporting commissioning progress accurately.
• Definition and implementation of the O&M arrangements required at project completion/active start.
• Ensuring that commissioning work is controlled in accordance with Engineering arrangements (Conduct of Engineering Manual) and that all Legal, Regulatory, Contractual and Governance obligations are met.
• Ensure that the O&M arrangements are in place at project handover / active start in compliance with the Sellafield Site Licence.
• Discharging all Commissioning Management Intelligent Customer duties including the oversight and assurance of contractors engaged in commissioning delivery.
• Understands commissioning arrangements in compliance with Nuclear Site Licence Condition 21.
• Develop and maintain effective relationships and communications with key stakeholders.
• Effective at leading a team whilst assessing and maintaining the competence of their teams.
• Ensuring input to other project processes are incorporated, for example, design, HAZOP, risk, contract, estimating and knowledge management.
• Understands the Sellafield gated process.
Essential Skills
• HNC or equivalent Level 4 qualification in relevant technical subject OR Incorporated Engineer status.
• Experience in directly managing a team delivering engineering, technical or manufacturing work with demonstrable record of success.
• Experience in delivering project work.
Desirable Skills
• Accredited integrated MEng degree or equivalent Level 7 qualification.
• Chartered Engineer status.
