Commissioning Start – Up Manager 2
Job Description
The Commissioning Start-Up Manager Level 2, typically reporting to the Project Manager, Head of Projects, Head of Operations or Head of Commissioning Start-Up, carries out a leadership role in establishing and maintaining a competent organisation that delivers integrated commissioning and start-up for major projects, project portfolios or value streams to achieve smooth transition to operation.

Principal Accountabilities
• Defining the company arrangements for commissioning start-up in order to ensure the Nuclear Site Licence Conditions, legal and statutory requirements are met.
• Integration and optimisation of commissioning start-up activities and resources to efficiently deliver defined scope.
• Developing and executing effective commissioning start-up strategies/plans that align with and support Programme, Project and OU benefit realisation.
• Ensure Operability, Maintainability and Commissioning requirements are adequately considered in Project Processes e.g. Design, HAZOP, Risk, Contract, Schedule and Estimate.
• Ensure delivery of operational readiness and start-up in line with the agreed schedule.
• Ensuring project, programme and operational risks, associated with commissioning start-up, are identified, regularly monitored, managed and mitigated.
• Develop and sustain visual management systems for commissioning start-up, reviewing progress, performance, events, and taking appropriate corrective action.
• Sharing and incorporation of learning across the Commissioning Capability. Ensure LFE is gathered in, disseminated, and acted upon so the best practice remains current, is applied and improvement can be demonstrated.
• Support mobilisation of resource to meet business needs in line with Commissioning Capability and enterprise requirements.
• Support implementation of the career pathway, resource management, succession planning and development planning.
• Agreeing and implementing arrangements for governance and approval of commissioning start-up outputs.
• Identifying and implementing Intelligent Customer arrangements where required.
• Implementing and supporting audits and assessments to ensure that the required standards are maintained.
• Developing and implementing stakeholder management to optimise delivery, to obtain permissions and to mitigate risks.
• Ensure that reports are produced to the required standard to allow decisions to be made on transition through defined stages and hold points.
Knowledge & Experience
• Demonstrable evidence of involvement in the delivery of organisational change.
• Understands commissioning arrangements in compliance with Nuclear Site Licence Condition 21.
• Has a strong desire to drive for results within their teams/departments.
• Can influence others to improve.
• Can develop and maintain effective relationships and communications with key stakeholders.
• Senior stakeholder management and effective communicator.
• Effective at leading a team.
• Has knowledge or experience in delivering the commissioning work scope to an agreed strategy and plan in a timely and cost-effective manner.
• Can ensure a proactive and balanced approach to safety (nuclear, radiological, conventional, and environmental) to ensure that safety is optimised during commissioning.
• Can ensure input to other project processes are incorporated, for example, design, HAZOP, risk, contract, estimating and knowledge management.
• Understands the Sellafield gated process.
• Extensive experience in managing a medium size engineering, technical or operations organisation with demonstrable evidence of successful delivery:
Typically experience (if not through Commissioning and Operability) would be delivery of a Senior OU Operations, Maintenance or Engineering Manager role.
Essential Skills
• HND or equivalent Level 5 qualification in a relevant technical subject OR Incorporated Engineer status.
• Experience in managing a medium size engineering or technical organisation with demonstrable evidence of successful delivery.
Desirable Skills
• Accredited integrated MEng degree or equivalent Level 7 qualification.
• Chartered Engineer status.

During the interview, you will also be expected to give a 10 minute presentation on ‘Getting the right outcome: Your approach to leading successful Commissioning Start-up for Project delivery’
