Fire Station Manager
Job Description
On behalf of the ERM (Emergency Response Manager) manage and direct an operational team of Watch Managers, Crew Managers and Fire Fighters to deliver a safe, quality, and effective Fire & Rescue Service for the Sellafield site. Role holder will demonstrate, set, and uphold standards in behaviour, performance, and safety to deliver the SF&RS emergency operational capabilities to a broad range of incidents and emergencies.
Principal Accountabilities
• Accountable for the operational readiness of a team of Watch Managers, Crew Managers, and Fire Fighters and equipment to affect a rapid response to all incidents and delivery of SF&RS response capabilities.
• Lead, direct and support Fire and Rescue teams at operational incidents and exercises to ensure effective coordination with other emergency response teams to a safe resolution.
• Accountable to the ERM in the shift to shift running of SF&RS.
• Direct the Watch Managers to implement the SF&RS MOS (maintenance of skills) training and development strategy, ensuring the delivery, documentation, recording, development and assessment of training that meets national standards that ensures the appropriate emergency response for Sellafield (including relevant training in radiological & environmental awareness).
• Ensure that the SF&RS assets and critical supplies are properly maintained, establishing schedules of equipment inspections and keeping accurate records in accordance with company procedures.
• Maintain a high level of knowledge of the specialist risks, hazards and emergency response procedures for the Sellafield site.
• Request additional resources, liaise effectively and handover command and control of incidents to external agencies as required taking into account the size and complexity of the incident and regulatory requirements.
• Ensure that work is risk assessed and carried out safely in compliance with Site procedures and relevant legislation.
• To actively support and deliver efficiency improvements and change initiatives within SF&RS and wider business (Changed wording)
• Accountable for delivery of the skills validation program.
• To actively promote Sellafield Ltd and SF&RS standards and expectations.
Authorities & Dimensions
Authorities:
• To perform assigned duties as agreed with the ERM.
• Senior Tactical Incident Commander for SF&RS Emergency Response at an incident scene.
• To identify and raise to management’s attention issues/concerns, non-compliances and opportunities for improvement.
• Provide situational awareness updates and briefs to S&SSM (Safety and Site Shift Manager) CFO (Chief Fire Officer) ERM and Site command centres.
• Responsible for the readiness, training, assessment and development of each Watch.
• Responsible for undertaking assurance methods for training & development of the shift.
• Responsible for SQEP training and critical safety training requirements as line managers for their Watch & other members of SF&RS.
• Oversee the attendance and availability of each Watch in support of the sites drills and exercise schedule including site Level 1 and 2 exercises.
• Take action to maintain the safe staffing levels of SF&RS.
Dimensions:
• Line Manager to a team of Watch and Crew Managers.
• Station Manager will principally take control at the appropriate time in line with Incident command procedures as Incident Control Point Fire Operations Commander where in line with the site’s arrangement for Command and Control.
• Will apply the principles of JESIP (Joint Emergency Services Interoperability Programme).
• Will act as the Sellafield Liaison Officer or Operational Manager to the Senior Incident Commander at complex multi-agency events.
Essential Skills
• A thorough and detailed understanding into the hazards and risks presented by the Sellafield Site and a thorough understanding of site-wide EM response arrangements and SF&RS response arrangements to any events arising on the site.
• Excellent communication skills and the ability communicate at all levels within Sellafield Ltd and with external agencies including local authority emergency services.
• Experience of working in the SECC and SECC fire officer responsibilities.
• Annual Firefighter fitness medical in date.
• Holds DV clearance.
• Evidence of current competency against National Occupational Standards for Incident Command & Fire and Rescue Roles.
• Joint Emergency Services Interoperability Programme (JESIP) Operational Commander.
• ‘My Contribution Potential Rating’ of ‘Potential to Progress at Higher Grade/Zone’ and evidence of performance captured.
• Questioning attitude and the ability to challenge effectively.
• Self-motivated with high levels of drive and energy.
• Ability to prioritise effectively.
• Proven ability to think logically and analytically to resolve problems.
Desirable Skills
• Hold the ICL2 – National Intermediate Tactical Incident Commander.
• SME/lead in an area of technical/capability knowledge.
• IFE Level 3 Certificate in Fire Science, Operations and Safety or equivalent in relevant professional body or equivalent level of experience.
• Holds a recognised Assessor qualification.
• NEBOSH General Certificate.
• Ability to drive a wide variety of fire service vehicles.
