Head of Transition Management Office – Expression of Interest
Job Description
We are inviting Expressions of Interest for the Head of Transition Management Office role. This is for an 18 month secondment opportunity, open to those that are currently PCH/ Band 2.
This role is accountable for leading a Transition Management Office (TMO) to ensure the successful and efficient transition of Sellafield Ltd.’s major frameworks in accordance with the overarching Acquisition Strategy.
Principal Accountabilities
• Using insights and recommendations support and influence the delivery of the current and creation and implementation of any future Overall Acquisition Strategy (OAS).
• The role will lead a multi-disciplinary team with oversight and responsibility for transition activities as outlined in the strategy.
• Using a participatory approach create a team to deliver the transition requirements.
• Plan and coordinate resources from within and across functions ensuring roles, responsibilities are clearly defined.
• Capture the scope of change required and develop a comprehensive transition plan.
• Define key milestones and track progress ensuring a standardised, lean approach is adopted across all individual workstreams.
• Workstreams and transition teams will exist for all major frameworks, the TMO will provide oversight across these workstreams and ensure there is stakeholder engagement across Sellafield Ltd, the NDA and wider stakeholder groups.
• Maintain the stakeholder engagement around the transition providing insights, updates and executive board and management reports as required.
• Through analysis and reporting ensure costs and risks are identified, addressed, and reported.
• Educate internal and external customer in the improvements or updates required as part of transition.
• Ensure all activities comply with company standards and policies.
• Ensure smooth handovers of responsibilities to operational teams after transitions are complete.
• Conduct post-transition reviews to assess the success of the activities and gather lessons learnt.
• Attend and represent the TMO at Supply Chain Lead team meetings creating visibility on priorities and workloads to explore opportunities for cross functional working, collaboration, and deployment of resource against priorities.
Authorities & Dimensions:
• No direct budget control but will oversee the provision of information and provide advice and guidance relevant to influence commercial frameworks up to the value of 1.6bn.
• Leadership and resource allocation requiring senior level people management.
Knowledge & Experience
• Educated to degree level in business, commercial or related field.
• Extensive experience and/or qualifications in programme/project management.
• Experience in business transition across a complex organisation.
• Understanding of acquisition strategy/ major frameworks.
• Extensive stakeholder management within a complex organisation.
• Capable of problem solving and developing solutions to minimise disruption during transition.
• Experience with budgeting and financial tracking for programmes/projects.
Job Context and Challenges
Sellafield is undertaking an unprecedented period of commercial, framework and business change and as such a focused Transition Management Office is crucial to ensuring the mission continues safely and at pace, whilst ensuring value for money for the UK taxpayer. Sellafield is exiting the first generation of long-term frameworks and looking to embed new agreements for up to a further 15 years.
Challenges include:
• Resource and financial constraints as we move forward to SR24.
• Competing delivery priorities across the site and existing frameworks.
• Mixture of live procurements, exiting old frameworks and embedding new agreements.
• Ensuring a standardised, holistic approach is adopted and bringing separate and disparate teams together.
• Reporting effectively to a diverse set of internal and external stakeholders to ensure progress at pace and that the requisite approvals are secured at the first time of asking.
