Health Physics Shift Team Leader
Job Description
To control and supervise a team of health physics monitors to provide a health physics monitoring service across numerous and distinct operating units to colleagues and internal/external stakeholders to ensure site radiological safety and compliance with regulatory standards, including provision of nominated roles to support the site emergency arrangements.
Principal Accountabilities
• Attend work planning meetings (e.g. Stakeholder Meetings, Resource Planning Meetings, Production Meetings, Plant Operational Control Centre (POCC/FOCC)) and liaise with Integrated Work Management (IWM) to understand work priorities.
• Plan, organize and supervise work; provide [write/revise/review] risk assessments, working instructions and other documents required for safe work execution, identify and sequence activities to ensure efficient conduct of work, co-ordinate with other work groups, ensure availability of necessary tools and equipment, and set realistic timescales for completion.
• Mobilise and prioritise resource deployment according to overall work priorities and monitor team utilisation and workload. Ensure that priority is given to work activities required for legal compliance, and balance the delivery of emergent work against the demands of the routine work schedule.
• Ensure sufficient SQEP team members are available to meet Operational (OML) and Minimum Safety Manning Levels (MSML).
• Escalate resource deficiencies to line management where insufficient resource is available to meet Operational Manning Levels (OML) or deliver critical work scope.
• Ensure that team members have appropriate skills and experience to carry out work efficiently and effectively. Assign work activities based on team members’ strengths and weaknesses.
• Ensure that only Suitably Qualified and Experience (SQEP) team members are allocated tasks which may affect safety.
• Carry out Pre-Job Briefs (PJB) to ensure team members understand the work to be performed, including scope, roles and responsibilities, hazards and precautions, critical steps and contingency arrangements.
• Oversee the activities of team members to ensure that work is carried out as required by Company standards, procedures, instructions and other requirements (e.g. Disciplined Operations standards, Human Performance Error Reduction Tools, etc).
• Verify completion of work to required standards; approve work completion and ensure suitable records are maintained to demonstrate compliance with statutory and company record keeping requirements.
• Carry out Post Job Reviews (PJR); reinforce good practice and identify what needs to be improved for future work.
• Ensure effective log keeping and shift handovers; ensure accurate communication of task relevant information across shift changes, thereby ensuring continuity of safe and effective working.
• Ensure the team are trained to the standard defined in Site and Local Training Programme Definitions (TPDs); provide On the Job training (OJT) and Task Performance Evaluation (TPE) to ensure team members attain and retain SQEP status.
• Assess team capability and identify additional training and development needs. Provide appropriate development opportunities based on individual team member’s strengths and weaknesses and provide constructive feedback and coaching to improve competency.
• Coach and mentor team members and colleagues to assist in knowledge transfer and enhancement of the overall health physics capability.
• Provide training and development opportunities for Health Physics Apprentices during their secondments/rotations into the team. Engage with the NEHSQ Capability and Training team to ensure that development expectations are clearly understood and learning objectives are achieved and recorded.
• Manage the team in accordance with company HR processes and procedures; timekeeping, sickness absence, leave, personnel records, etc.
• Manage team performance using the ‘My Contribution Matters’ tool kit; setting individual and team goals, carrying out check-in conversations, and providing effective performance feedback. Set and reinforce Company Standards and Expectations and hold team members to account for the expected levels of Nuclear Safety Professionalism.
Principal Accountabilities
• Provide timely and consistent communication of team goals, company messages, and our Company Values of Safety and Security, Ambition, Integrity and Inclusion.
• Motivate and inspire the team to achieve individual, team and organisational goals.
• Drive and improve performance through effective Leader in the Field activities aligned to organizational requirements and expectations. Identify areas for improvement and reinforce positive behaviours / good practices.
• Undertake or participate in Basic Cause Investigations (BCI) to identify shortfalls in practices and procedures and develop improvement recommendations.
• Raise condition reports for ‘off-normal’ conditions using the site Corrective Action Programme (ATLAS). Develop and implement SMART corrective actions.
• Encourage the routine sharing of Operating Experience (OE) to improve performance; share and implement relevant Learning from Experience (LFE) and promote a culture of open reporting of non-conformances. Apply learning to tasks to prevent repeat events.
• Support the development and implementation of improvement programmes.
• Act as a Subject Matter Expert (SME); provide authoritative radiological protection advice on behalf of the Radiation Protection Adviser as an appointed RPA Nominee. – Provide radiological protection advice in support of risk assessment and safe systems of work; – Investigate radiological incidents and events (Basic Cause and Root Cause investigations); – Participate in formal Conservative and Operational Decision Making (CDM/ODM).
• Support facility emergency arrangements and contingency plans to protect personnel, plant and the environment. Respond to radiological alarms (criticality, high radiation, airborne activity, plant and personal contamination) and provide advice on event recovery including plant re-entry/exit control requirements (surveys, access control, dosimetry arrangements, etc.) and local personnel decontamination. Respond to Site Incidents and Sellafield Emergencies in accordance with Site Emergency Instructions (SEIs). Undertake nominated emergency roles and participate in training and emergency demonstration exercises.
• Support service agreements and mutual aid arrangements that the Company holds with external organisations, including support to national emergency arrangements (Radsafe, NAIR) and requests for assistance from other stakeholders.
• Support Occupational Health in the decontamination of contaminated personnel; advise medical staff on decontamination options and priorities and supporting casualty aftercare.
• Support NEHSQ managers and Duty Holder interactions with internal and external regulators (e.g. NIO, ONR, EA) and with other external stakeholders such as WANO and LRQA.
• Produce, amend and update radiological documents, including Local Rules, Survey Schedules, Monitoring Instructions, On the Job Training (OTJ) and Task Performance Evaluation (TPE) documents.
• Ensure the team deliver routine health physics work programmes; routine radiological survey schedule, activity in air sample changes, stacks and duct sample changes etc.
Knowledge & Experience
• Substantial previous experience of working across a wide range of facilities with significant radiation and contamination hazards.
• Specialist knowledge of health physics gained through completion of relevant internal training courses.
• Detailed knowledge and understanding of site health physics monitoring procedures, including emergency arrangements.
Essential Skills:
• Successfully completed the Sellafield Team Leader assessment or Supervision of Nuclear Operations (SONO) OR evidence to support on-going progress towards completing Team Leader strength based assessment within a reasonable timeframe.
• Significant experience of working in health physics roles e.g. Monitor, Assessor, Team Leader Support, Day Team Leader, Double Day Team Leader across a wide range of facilities including those with significant radiation and contamination hazards.
• Demonstrable evidence of effective team leadership.
• Ability to work in Radiation & Contamination Classification Controlled Areas i.e. R2 to R4 inclusive and C2 to C5 inclusive.
• Ability to be appointed to Authorised Health Physics Person for numerous areas/plants including the defined nominated roles to support the Site Emergency Arrangements i.e. HP Incident Controller (including Criticality), Site HP Coordinator, District HP Coordinator, Assistant Safety Services Controller and initial duties of the following nominated role holders in the SECC: Safety Services Controller, Duty Health Physicist, Environmental Coordinator, Conventional Safety Advisor.
• Ability to achieve SC clearance with requirement to be DV cleared.
• Demonstrable evidence of effective communication skills.
• Demonstrable evidence of ability to problem solve.
• Detailed knowledge of site policy and procedures related to radiological safety.
• Detailed knowledge in the full range of measurement techniques required to assess levels of radiation, contamination and environmental discharge.
