NISTA Secondment – Project Delivery Advisor

Who we are:
NISTA is a new organisation that combines what was the IPA (Infrastructure and Project Authority) and NIC (National Infrastructure Commission). NISTA is still the government’s centre of expertise for infrastructure and major projects. We sit at the heart of government, reporting to HM Treasury. Our core teams include experts in infrastructure, project delivery and project finance who work with government departments and industry. We support the successful delivery of all types of infrastructure and major projects.

Location:
The post will be based in London and the successful candidate will be expected to be in the office a minimum of 2/3 days per week.
Principal Accountabilities
• Support briefing and advice to senior officials, Major Projects Review Group (MPRG) panel members and input to briefing for ministers.
• Working with the relevant expert advisers within NISTA to provide evidence based, trusted advice on the factors required to deliver successful project outcomes for government’s major and priority projects and programmes, including in the set up, governance, assurance and subsequent delivery phases.
• Identify where delivery is at risk; advise on the implementation of recovery plans; inform and influence senior responsible owners, including lessons learned to achieve successful project delivery.
• Use analytical insight and interpersonal skills to challenge delivery solutions, costs and timescales across functions in an appropriate way to ensure the overarching programme outcomes are achieved.
• Assure robust levels of governance and control throughout delivery and provide timely and accurate reporting to meet diverse stakeholder needs.
• Work with appropriate specialist resources to fulfil project requirements; including cross-government work, involving multiple senior stakeholders.
• Develop and cultivate, excellent working relationships within and outside the organisation to enable effective collaboration, brokering skills and information exchange to become a visible and influential NISTA ambassador.
• Lead the way in establishing best practice in matrix working across the NISTA, drawing on teams across multiple directorates to solve some of the biggest challenges in the cross-government project delivery environment.
• Understand the policy, commercial, financial and external challenges that apply to the delivery of complex major projects in the public sector.
Key Accountabilities:
• Accountable to the Deputy Director for the Department within which they are advising.
• Accountable for insights provided to NISTA products including but not limited to the Quarterly Pack, National Infrastructure & Construction Pipeline and Major Projects Portfolio Board as determined by the DD for Department.
• Responsible for setting clear, measurable objectives collaboratively with respective DD for Department focussed on a forward look of likely work for the year.

Knowledge & Experience
Experience:
• Proven track record of delivering major projects, programmes or large scale portfolios in complex multi-stakeholder environment through governance, assurance and review processes including experience in solutions and transformation work.
• Experience of planning ahead and thinking strategically.
• Significant experience of working with a range of stakeholders, brokering consensus in commercial and complex environments.
• Experience of building strong relationships and working with and through others, particularly at senior leadership levels.
• Experience of identifying and communicating risks as well as implementing mitigation plans.
Ability:
• Strong written and oral communication skills.
• Verbal reasoning abilities allowing the breakdown of complex problems into clear messages understandable by a non-technical person.
• Strong non-verbal reasoning abilities allowing the conclusions from complex information to be distilled into clear messages understandable by a non-technical person.
• Problem solving skills that enable the individual to make judgement decisions with consideration of the strategic context.
Additional Information

• Be a permanent Band 3 or above.
