Operating Experience (OPEX) Manager
Job Description
The Operating Experience (OPEX) Manager acts as Subject Matter Expert (SME) and ensures the effective implementation of learning across the business. The role holder promotes the application and use of identified best practice to prevent / minimise reoccurrence of issues impacting on safety, security, reliability and performance. The OPEX Manager continually looks to improve safety, quality and effectiveness.
Principal Accountabilities
• Ensure fit for purpose arrangements and tools are in place for the effective and prioritised sharing and embedding of key internal and external learning opportunities.
• Develop and maintain effective relationships with key stakeholders with respect to operating experience.
• Provide oversight and assurance activities to ensure compliance with SLC7 Management System Arrangements.
• Promote the effective sharing and embedding of Performance Improvement across the site to optimise learning opportunities, prevent reoccurrence, inform decisions at site level and drive improvements.
• Identify significant learning opportunities to be shared throughout Sellafield Ltd to enable wider performance improvements and promote learning and best practice.
• Influence behaviours that provide valued outcomes, thus avoiding risk, unnecessary complexity and costs to the business; promoting the added value / outcomes of Learning and Performance Improvement.
• Identify and implement learning technology capabilities that support and contribute to the development of organisational learning to drive continuous improvement and learning.
• Identify and report Key Performance Indicators (KPI) that effectively demonstrate the delivery of performance and benefits to identify deviations and opportunities for continuous improvement and demonstrate the success / effectiveness of improvement programmes.
• Identify and contribute to the implementation of improvement plans to deliver sustained improvements of learning across the business.
• Contribute / respond to regulatory inspections, peer reviews, audits and benchmarking relating to Performance Improvement to demonstrate effective compliance and appropriate performance.
• Lead / participate in management investigations / boards of inquiry to develop and sustain investigation skills and promote organisational learning.
• Provide training, coaching and technical guidance to ensure key role holders understand the principles of Performance Improvement and prioritise their improvement activities to address key performance gaps.
• Interface with key external stakeholders to identify opportunities for sharing operating experience and optimise learning.
• Provide line management of a small OPEX Support Team. Providing coaching in oversight and governance of technology systems e.g. SharePoint, Organisational Learning Systems.
Knowledge & Experience
• Degree or qualification in a relevant professional area with work experience in the nuclear or relevant industries; or equivalent work experience.
• NEBOSH certificate.
• Knowledge of all health, safety, environmental and business obligations and processes.
• Experience of Performance Improvement in the nuclear industry or relevant industries.
• Detailed knowledge of Performance Improvement and significant practical experience in applying / interpreting nuclear safety and security processes, conducting investigations and providing advice on gaps and improvements.
Essential Skills
• Graduate in relevant discipline with work experience in the nuclear industry or relevant industries; or equivalent work experience.
• Experience of Performance Improvement in the nuclear industry or relevant industries.
• Experience of leading, developing and delivering change / improvement programmes. • Good communication, influential and relationship building skills with ability to advise others using technical knowledge.
• Strong analytical skills, based on systems, models and metrics.
• Experience of collaborating and interfacing at all levels across the Organisation.
• Experience of implementing processes and systems to support compliance.
• Experience of providing training, coaching and guidance to Stakeholders.
• Experience of dealing with Internal and External Regulators.
• Ability to lead, manage and develop a team of people.
• Ability to work independently and to a high standard.
• IT skills, including knowledge and experience of visual management applications.
• Experience in developing and delivering presentational material to various stakeholders.
• Experience of conducting investigations / audits and providing advice on gaps and improvements.
Desirable Skills
• NEBOSH General Certificate
