Principal Engineer – Electrical
Job Description
1. Role Purpose:
The Principal Engineer is a site wide role establishing and providing oversight on standards and nuclear / industry good practice relevant to their obligations and is viewed by regulators, peers, and stakeholders as the leading authority on the standards of their expertise.
Principle Accountabilities
1. Deliverables:
• Identify legislation, external standards and relevant good practice (RGP) related to safety and obligations for system, structures, components, processes and plant equipment.
• Establish and conduct appropriate independent oversight of standards in accordance with a programme agreed annually with the Chief Engineer. Agree required improvements with delivery areas through appropriate consultation and monitor effectiveness and timeliness of delivery in a manner consistent with Nuclear Industry Independent Oversight Good Practice Guide.
• Participate in external bodies setting or influencing changes to legislation and external standards/RGP.
• Pro-actively manage the expectations on relevant standards with key stakeholders and regulators such as Office of Nuclear Regulation (ONR), Health and Safety Executive (HSE) and Environmental Agency (EA) technical specialists.
• Set standards for site practices relevant to their area of authority and incorporate standards into the Site Management System. Provides guidance on use of ALARP, Programme ALARP, BAT and SFAIRP for the standards.
• Site process lead for arrangements required for their relevant obligations to ensure legal compliance and consistency in approach.
• Continually communicate and educate key internal stakeholders on the application of standards through holding or attending appropriate Forums, ensuring standards are readily understood by the users of the standards.
• Define the assurance arrangements to ensure standards have been correctly implemented and are effective (to include appropriate mix of oversight, audit, learning from experience, key performance indicators and in- line management assurance); review the outputs of assurance activities and take appropriate corrective action based on findings.
• Provide leadership and direction for the Engineering and Maintenance community setting standards for subtopic themes to ensure compliance and consistency of approach.
• Escalate as necessary to Chief Engineer and site Director any significant gaps in meeting legal obligations or relevant good practice.
• Hold site organisation to account for adequately resourcing and maintaining network of nominated roles to ensure we remain safe and legal.
• Define and set the standard for EIM&T (Examination, Inspection, Maintenance & Testing) ensuring compliance with legislation and RPG.
• Build and maintain extensive networks over site Engineering, Operations and Maintenance organisations (including contractors) influence and share relevant good practice.
• Provide Subject Matter Expertise (SME) support to plants, investigation of safety events and other oversight organisations as appropriate, noting that priority is to educate site on expectations and not to be the default advice centre for routine compliance issues.
• SME on safe operation and maintenance of a broad range and age of plant and all relevant UK obligations related to safe operation and maintenance of plant equipment with excellent awareness of broad industry Relevant Good Practice.
Knowledge & Experience
• Higher level qualification or equivalent training/experience in a relevant engineering discipline
• Membership to Chartered status of an appropriate recognised Institute.
• In depth knowledge of relevant legislation, standards and relevant good practice.
• Extensive experience at a senior position of authority within E&M.
• Extensive experience of working with range of plant equipment found at site
• Experience of developing and implementing standards
• Knowledge and experience of good practice maintenance management and system engineering regimes
Essential Skills
• Higher level qualification or equivalent training/experience in a relevant engineering discipline
• Chartered status or potential to achieve chartered status with an appropriate accredited Institute. (Professionally registered at either IEng or CEng level or ability to achieve professional registration)
• Demonstrable experience of providing SME advice in an engineering, maintenance discipline or chosen subject.
• Demonstrable knowledge of internal and external standards within an engineering and maintenance discipline which demonstrates compliance to external standards and relevant good practice.
• Demonstrable evidence of pro-actively managing expectations on relevant standards with key stakeholders and regulators such as Office of Nuclear Regulation (ONR), Health and Safety Executive (HSE) and Environmental Agency (EA) technical specialists.
• Evidence of conduct appropriate independent oversight of standards agreeing required improvements through appropriate consultation and monitor effectiveness and timeliness
Desirable Skills
• Experience of leading change and problem solving within the organisation.
• Experience of participating in external bodies setting or influencing changes to legislation and external standards/RGP resulting in changing arrangements to resulting compliance.
• Demonstrable experience of excellent communication skills and ability to influence at all levels of organisation directly and indirectly.
