Project Controls Manager II
Job Description
Lead and manage the Project Controls team, to deliver the provision of a Cost Engineering and Planning service for scope including major projects or multiple-project programmes.
Engage support and resources from the Estimating and Risk Management teams as necessary.
Overarching:
Agree the Project Controls level of service, staffing plan and engage the Project Controls Capability to assign appropriate resources, against the project scope.
Deliver the approved Project Control level of service, by leading and managing the Project Controls team in the delivery of this service, utilising standard Sellafield systems, processes, and procedures.
Forecast the demands and appropriately engage Estimating and Risk resources required to support the delivery of Project Controls scope.
Perform regular functional peer reviews and support the Project Controls Quality Assurance process.
Lead and manage the process to ensure the accuracy and timeliness of data communicated and reported to all Stakeholders.
Undertake checking and approval of all cost estimates, schedules, and reports prior to issue.
Resolve any issues as appropriate, and if necessary, highlight / escalate through the Project Controls Management structure.
Maintain own and team compliance with approved SL Procedures and Project Controls systems.
Active contribution from self and encourage team for continuous improvement of the functional quality and performance of Project Controls.
Interface and maintain relationships with Internal Stakeholders.

Lead and manage the Project Controls team comprising the roles of Assistant Project Controls Engineer, Assistant Planning Engineer, Assistant Cost Engineer, Planning Engineer I, Cost Engineer I, Planning Engineer II, Cost Engineer II, Senior Planning Engineer and Senior Cost Engineer in the discharge of their duties and set the expectations of the standard of the delivery service.
Utilise technical expertise from Senior Planning Engineer and Senior Cost Engineer.
Line Management accountability.
Mentor and coach team members from both the Project Controls profession and other professions.
Ensure regular communications through team to inform key messages from Project Controls Profession – Capability and Delivery.

Role Specific:
Baseline Lead and manage the preparation of baselines during all project phases.
Manage the creation of time-phased schedules and cost control estimates.
Principal Accountabilities
Monitor, Control & Forecast
Lead and manage team;
• In the preparation, monitoring and forecasting of expenditure profiles and provide accruals where required within the Cost Breakdown Structure.
• In the preparation, monitoring and forecasting of schedule activities within the Work Breakdown Structure and project end date.
• To ensure all commitments are recorded to maintain projects forecasts within approved financial limits.
• In the preparation, monitoring and forecasting against the baseline and working schedules during all project phases.
• In the preparation of the ‘estimate at completion’ at control account level (enterprise only) for review and approval.
• In the establishment and maintenance of a Basis of Schedule for all schedules produced.
• In the maintenance of both the planning and cost control databases and validate the information across Planning and Cost Engineering systems.
• To ensure all applicable schedule activities have Rules of Credit and Quantity Tracking mechanisms established and maintained.
• Of the application of metrics such as quantity tracking to identify cost and schedule trends and to update estimates of final costs and schedule outturns and support the feedback of norms.
• In the support to the Commercial team with approval of contractor valuations, contractor schedules and applications for payment, relating to milestones.
• In the provision of Lifecycle/Fiscal Year cost profile for financial management decision making.
• In the provision of the required information to support the risk process.
• To deliver the Sellafield Project Execution Review (SPER) deliverables and lead a SPER.
• Support SPER’s in the wider Enterprise.
Control Change:
• Undertake the project variation and change control processes and track use of contingency.
• Generation and implementation of the change control request (CCR) and promote through the necessary Change Control Boards.
Reporting:
• Report and inform on variance analysis.
• Manage the delivery of the preparation of cost and planning reports, including earned value analysis, identifying critical areas and trends and recommend recovery options/plans.
• Report and inform on project cost and schedule status against the baseline.
• Lead/Chair monthly performance reviews with Project Controls information to inform on project status and forecasts.
LFE:
• Manage the provision of project outturns against baseline for LFE and Knowledge Management.
• Ensure the accuracy and timeliness of data communicated and reported to all Stakeholders.
Profession:
• Support Profession Change Initiatives and encourage team to participate.
• Active contribution from self and encourage delivery team for continuous improvement of the functional quality and performance of Project Controls.
• SL Enterprise knowledge / Understanding of other professions.
Knowledge & Experience
• GCSE – 3 minimum including Math’s and English.
• Reference Project Controls Training Programme Description.
• Professional qualification in Project Management, Project Controls, Quantity Surveying, Engineering or equivalent experience.
• Significant relevant experience of managing and providing cost and planning services for either a major project or a multiple-project programme.
• Understanding of how engineering and construction projects are delivered.

• Knowledge and experience of current site strategy around the acceleration of site decommissioning and Remediation.
Desirable Skills
• Mobility – Willing to transition and develop with the project and support Site delivery when required.
• Understanding of how projects and programmes are delivered and how they are prioritised across the SL enterprise, including potential annual acceleration and deferral.
