To manage and improve the safe operation and Emergency Response of the Sellafield Site as per Site Licence Condition 11. The Safety & Site Shift Manager (S&SSM) co-ordinates resources and communications with company executives, emergency services, regulators, external agencies and key stakeholders.


Principal Accountabilities:

The S&SSM is the SLC Chief Executive Officer’s Nominated Representative and carries delegated authority for discharging the duties of the Chief Executive Officer, Sellafield Ltd, to manage the site-wide tactical response to an incident. The S&SSM is authorised to make decisions that affect the site as a whole. If the situation warrants, the S&SSM will assume the role of Site Emergency Controller (SEC), declare the appropriate emergency condition and initiate the call-in of response teams to form the full Site Emergency Management Organisation. Under Unified Command, the S&SSM may serve as the ‘Operations’ arm in conjunction with Police Services (CNC or Cumbria Constabulary, as appropriate); and Fire Services (Sellafield Fire & Rescue or Cumbria Fire and Rescue Services, as appropriate). The S&SSM discharges the authority of the SEC until formally relieved by the Duty SEC.
Other duties include:
• Monitoring overall Site conditions and monitoring of external events and, if judged to be necessary, implementing the Site Emergency Arrangements as required.
• Reporting of any abnormal discharges to the Environment Agency within 24 hours of being notified.
• Undertaking a command role for work associated with various contracts outside of core Supervising Officers hours, providing a Service Level Agreement (SLA) is in place or for those judged in the interests of safety.
• Provision of daily reports to inform management and other interested parties of the current plant status, problems and production levels.
• Managing the Sellafield Restricted Airspace, Helipad and UAV Operations in accordance with the relevant emergency management supporting procedures.
• Acts as initial point of contact for external stakeholders during silent hours.
• Liaising with Civil Nuclear Constabulary (CNC), Cumbria Constabulary and Sellafield Security on matters affecting site.
• Communicating the status of site issues to the Sellafield workforce.


The Ideal Candidate:

To be successful in this role you must have the following essential skills:

• Significant experience within or supporting operations with broad experience typically gained from working across multiple operational areas.
• Demonstratable experience of having undertaken an emergency response role.
• Detailed knowledge of disciplined operations and emergency response procedures.
• Excellent problem-solving skills within a nuclear environment.
• Demonstratable experience of formal decision-making processes in high pressured environments (e.g. ODM, CDM, ICC, SECC).
• The ability to deal with complex emergency situations in a dynamic and fast changing environment.
• Demonstratable experience of producing clear, concise and effective workforce communications.
• Strong facilitation and influencing skills and stakeholder management skills, able to wield influence over other senior leaders in the organisation.
• Proven knowledge of the Sellafield Ltd site, hazards posed, organisational structure, processes, site layout (HSA, Separation, Island Sites etc).
• Demonstratable leadership experience aligned to Leadership Standard.
• Minimum performance rating of meets expectations for the last 2 years.
• Minimum of SC clearance and ability to attain DV.

The selection process for this role will be in two phases:
Phase 1 – a competency-based interview.
Phase 2 – a practical assessment (if successful at phase 1).

Phase 1 interviews are expected to take place 24th February 2025.
Phase 2 assessment dates to be confirmed.
