Security Operations & Technical Support
Job Description
The management of security is a legislative requirement laid down in the Nuclear Industries Security Regulations (NISR) 2003 and underpinned by the Nuclear Site Security Plan (NSSP).
The security operating model is designed around the concept of multiple layers. The security enhancement programme created new layers, over and above the previous model. These are Outer Perimeter, High Security Areas and Inner Areas.
The purpose of this role is to holistically manage the site security boundaries. The role will undertake specialist activity which requires conceptual understanding of the security regulations, site security operating model and wider operating site logistics.
The role will co-ordinate operational and operational support activities across a broad range of internal and external stakeholders.
The role will report to the Security & Resilience Manager (Security Contracts & Boundary Services) who has overall responsibility for the security boundaries and existing operational site access control activities.
Principal Accountabilities
• Provide the single point of contact for advice and guidance to multiple stakeholders on issues appropriate to the secure operations of the Site Security Boundaries.
• Understand site-wide operational programmes to ensure S&R acts as an enabler to deliver safe and secure site stewardship, ensuring site security boundary activities do not adversely impact on operational area activities.
• Lead on stakeholder management for the site security boundaries with multiple internal and external stakeholders to aid collaborative working and enable greater coordination of activities.
• Lead on any change to operating methods to the site security boundaries to ensure effective emergency response plans are in place.
• Lead and continually review the effectiveness and develop efficient improvements of the site security boundaries, ensuring that the operational requirements for security, emergency response, resilience and business need are balanced.
• Ensure that all employees comply with the policies and procedures within the NSSP to ensure that legal requirements are adhered to.
• Lead on the implementation of Security Improvement Schedule capabilities into Security Operations for the site security boundaries to ensure a smooth transition into business as usual is carried out and to minimise the impact to S&R and site-wide operations.
• Understand the importance of a holistic approach to security encompassing aspects of people, procedures and process, as well as physical and technological security to mitigate the security threats whilst minimising disruption to the business.
• Lead on the security boundaries contingency plans to ensure effective responses are in place for any foreseeable security or emergency event, including a change in threat level.
• Facilitate Conservative Decision Making (CDM) meetings and Operational Decision Making (ODM) meetings to ensure effective decisions are made to keep the security boundaries safe and secure and to deal with off-normal or degraded conditions.
• Undertake line manager responsibilities as required.
Authorities & Dimensions
Authorities:
• To recommend and instruct emergency actions and mitigations to prevent any security breach and raise immediately with the S&R Manager (Security Contracts & Boundary Services).
• Authority to undertake investigation of, and report on security breaches and incidents, as well as advise on appropriate proportionate response required on matter appropriate to their working area.
Dimensions:
• Security must be seen as a system if it is to best mitigate the threats whilst minimising disruption to the business. There are numerous inputs into all security systems and a change in one of those inputs can have a significant impact on the effectiveness of others.
• The Senior Operations and Technical Support Advisor needs to fully understand all inputs and interactions for all site security boundaries. Inputs include; HVM, surveillance, threats, vulnerabilities, maintenance, Civilian Guard Force activities including search requirements, deliveries and overall site business needs and demands.
• The Senior Operations and Technical Support Advisor is / will manage the security boundaries on a daily basis on behalf of S&R and in support of the Operating Units. They will respond to changing operational needs, threats and risks. At any time the understanding of how the system is performing is vital if threats are constantly to be managed whilst minimising the impact to the business.
• This is a key role for S&R where the incumbent is required to have good stakeholder management skills along with the technical knowledge of the security system equipment, procedures and processes. They must be able to work with minimal supervision and act on their own initiative.
• Some aspects of this role may involve line management responsibilities (training will be given).
Essential Skills
• Degree (min 2:2) or equivalent in relevant discipline, or a relevant recognised professional qualification, where appropriate together with adequate years relevant experience within a security or operational environment. For internal candidates, suitable relevant work experience may be considered in lieu of formal qualifications where appropriate.
• Good communication skills, with the ability to communicate at all levels within Sellafield Ltd and with external agencies including regulators.
• Knowledge and understanding of company security policy and its implementation.
• Good interpersonal skills with a high level of personal integrity, values and trustworthiness.
• Implementation of improvement activities against defined schedules.
• Ability and a willingness to achieve DV clearance.
• Proven stakeholder management and influencing skills.
• Proficient in Microsoft Office applications.
• A high degree of organisation and planning skills of self and others to meet service delivery to time, schedule and cost.
Desirable Skills
• Good knowledge and understanding of Nuclear Industries Security Regulations 2003 (NISR 2003), Security Assessment Principles (SyAPs), the Nuclear Site Security Plan (NSSP) and the Site’s associated operational security arrangements.
• Awareness of regulatory interface protocols.
• The ability to work in complex emergency situations in a dynamic and fast changing situation.
• Experience of leading, managing and developing a team.
