Job Description

Manage the Cost Engineering delivery team, as part of Project Controls Team, and deliver the provision of a Cost Engineering service for either a major project or a multiple-project programme.

Technical specialist for Cost Engineering.


Principal Accountabilities

Overarching:
•Manage the process to ensure the accuracy and timeliness of data communicated and reported to all Stakeholders.
•Resolve any issues as appropriate, and if necessary, highlight / escalate through the Project Controls Management structure.
• Maintain own and delivery team compliance with approved SL Procedures and Cost Engineering systems.
• Active contribution from self and encourage delivery team for continuous improvement of the functional quality and performance of Project Controls.
•Interface and maintain relationships with Internal Stakeholders.
•Demonstrate behaviours that allow a positive challenging attitude and the capacity to learn continually, encourage, motivate, develop and support delivery team.
•Good management, collaboration, communication and team working skills by holding self and others to account.
•Manage the Cost Engineering delivery team including Assistant Project Controls Engineer, Assistant Cost Engineer and Cost Engineer I.
•Line Management accountability.
•Mentor and coach team members and the wider profession.
•Ensure regular communications through delivery team to inform key messages from Project Controls Profession – capability and delivery.

Role Specific:
Baseline
•Prepare and manage the preparation of baselines during all project phases.
•Create and manage a time-phased cost control estimate.

Monitor, Control & Forecast:
Manage delivery team
– In the preparation, monitoring and forecasting of expenditure profiles and provide accruals where required within the Cost Breakdown Structure.
– To ensure all commitments are recorded to maintain projects forecasts within approved financial limits.
– In the preparation of the ‘estimate at completion’ at control account level (enterprise only) for review and approval.
– In the maintenance of cost control databases and validate the information across Cost Engineering systems.
– Of the application of metrics such as quantity tracking to identify cost trends and to update estimates of final costs and support the feedback of norms.
– In the support to the Commercial team with approval of contractor valuations and applications for payment.
– In the provision of Lifecycle/Fiscal Year cost profile for financial management decision making.
– In the provision of the required information to support the risk process.
– To deliver the Sellafield Project Execution Review (SPER) deliverables and support a SPER.

Control Change:
•Undertake the project variation and change control processes and track use of contingency.
•Assist in the generation and implementation of the change control request (CCR).

Report:
•Conduct variance analysis.
•Manage the delivery of the preparation of cost reports, including earned value analysis, identifying critical areas and trends and recommend recovery options/plans.
•Report project cost status against the cost budget.

LFE:
•Manage the provision of project outturns against baseline for LFE and Knowledge Management.
•Ensure the accuracy and timeliness of data communicated and reported to all Stakeholders.

Profession:
•Support Profession Change Initiatives and encourage delivery team to participate.
•Active contribution from self and encourage delivery team for continuous improvement of the functional quality and performance of Project Controls.
•SL Enterprise knowledge / Understanding of other professions.


Knowledge & Experience

•GCSE – 3 minimum including Maths and English.
•Reference Project Controls Training Programme Description.
•Professional qualification in Project Management, Project Controls, Quantity Surveying, Engineering or equivalent experience.
•Significant relevant experience of both managing and providing cost engineering services for either a major project or a multiple-project programme.


Essential Skills

• Strong capability in developing detailed cost estimates for all phases of project delivery.
• Experience with bottom-up estimating and cost benchmarking techniques.
• Demonstrable experience in budget control, earned value analysis and forecasts to completion.
• Proven experience managing NEC contracts in large-scale EPC environments.
• Ability to interpret and apply contractual terms and conditions.
• Experience supporting contract variations, claims and dispute resolution.
• Proven ability to engage effectively with internal teams, Utilities customers, contractors and suppliers.
• Demonstrable experience of developing and maintaining cost reports, dashboards, and KPI’s for senior leadership and stakeholders.
• Demonstrated success in managing cost engineering responsibilities on projects >£200M.
• Knowledge of electrical distribution systems as well as mechanical, civil and structural interfaces.
• Demonstrable experience with Business case production and sanction submissions.


Desirable Skills

• Advanced data analysis, with experience of Excel and Power BI for cost analysis and trending.
• Familiarity with integrating cost and risk contingency planning into the overall estimate and budget.
• Experience supporting project risk reviews and quantitative risk analysis.
• Understanding of formal change control process and ability to track cost implications of scope change.
• Knowledge of environmental, sustainability and permitting considerations related to electrical infrastructure projects.
• Experience managing high-value subcontracts and supplier cost performance.
• Comfortable presenting complex cost data to senior leadership and external stakeholders.
• Managing costs against various baselines (SLBL/Sanction/Contract/ISA Headroom).
