Site EM Technical Specialist
Job Description
The Site EM Technical Specialist provides technical advice and services to Security & Resilience (S&R) and supports the Corporate Lead – EM Strategy & Technical in delivery of their responsibilities.
Principal Accountabilities
• Prepare, deliver, implement and review within and beyond design basis documentation for radiological and chemotoxic preparedness and response (including CDG, REPPIR and COMAH), in relation to Emergency Management, to required standards of safety, cost, quality and time, and ensure these are complete and up to date.
• Support the Corporate Lead – EM Strategy & Technical in delivery of key improvements to the Sellafield Ltd (SL) emergency arrangements.
• Support the Corporate Lead – EM Strategy & Technical in defining and documenting the emergency management technical baseline, consequence assessment and countermeasure standards for the Sellafield emergency arrangements ensuring consistency with ONR, WANO and all other legislative standards.
• Participate in improvement initiatives on radiological and chemotoxic hazard understanding and implementation in the workplace.
• Provide high quality radiological and chemotoxic hazard advice to Security and Resilience (S&R).
• Participate on emergency management working groups as assigned.
• Act as the customer on behalf of the Corporate Lead – EM Strategy & Technical regarding radiological and chemotoxic hazard requirements, and in conjunction with specialist departments (e.g., Safety Cases, Engineering, etc.) confirm adequacy of documents produced.
• Optimise compliance with chemotoxic and radiological legislation by facilitating communication and exchange between all relevant stakeholders including safety advisers, plant owners, regulators, site process owners, committees, etc.
• Maintain up-to-date knowledge of wider site standards, policies and arrangements and relevant legislative / regulatory changes that impact upon designated emergency management arrangements.
• Identify cost effective alternative/improvement opportunities.
• Present radiological and chemotoxic hazard related documents to safety committees on behalf of the Corporate Lead – EM Strategy & Technical (as required).
• Deputise for the Corporate Lead – EM Strategy & Technical when required.

Essential Skills
• Degree (min 2:2) or equivalent in relevant discipline (preferably STEM), or a relevant recognised professional qualification, where appropriate together with adequate years relevant experience. For internal candidates, suitable relevant work experience may be considered in lieu of formal qualifications where appropriate.
• Proven ability to think logically and analytically to resolve problems using a range of tools and techniques.
• The ability to implement effective prioritisation in a constantly changing environment. • Holds SC/DV Clearance or has the ability and willingness to achieve it.
• Demonstrable evidence of effective verbal and written communication skills.
Desirable Skills
• Experience of working within and delivering services in a highly regulated environment.
• Experience of regulatory engagement.
• Detailed knowledge and experience of the site emergency arrangements, including the relevant Site Enterprise Management System (SEMS) topic area.
• Knowledge and capability to interpret relevant Emergency Management legislation, regulation, standards and guidance, including the requirements of the Carriage of Dangerous Goods Regulations (CDG), Radiation (Emergency Preparedness and Public Information) Regulations (REPPIR) and the Control of Major Accident Hazards (COMAH) Regulations.
• Knowledge of the relevant Site Licence Conditions.
• Good understanding of site layout (HSA, Separation, Island Sites etc).
• Experience of producing policies, strategies and reports.
• Knowledge of the Sellafield Ltd site, hazards posed, organisational structure, and processes.
• Member of an emergency duty team.

Context
The Sellafield nuclear licensed site is recognised from an emergency management perspective as the most complex and challenging nuclear site to manage in the UK, where regulatory expectations of meeting and leading on relevant best practise is high.
The site is subject to a number of requirements, including a Nuclear Site Licence, upper tier COMAH status and, due to the nature of the site nuclear material holding, subject to the Radiation (Emergency Preparedness and Public Information) Regulations 2019.
Challenge
The respective regulations and associated relevant good practice are subject to periodic review and are influenced by events beyond the control of Sellafield Ltd, therefore they are subject to frequent (and based on recent experience) significant change.
