Job Description

The Operational Watch Manager on behalf of the Station Manager will provide supervision, training and leadership to team of suitably qualified and experienced Fire Fighters to ensure they are ready to respond to fire, medical, environmental, other emergency incidents or requests for assistance and deliver an effective, safe, timely response.


Principal Accountabilities

• To continuously develop members of the team in order to ensure that they can respond adequately, either individually or as a team member to provide the SF&RS emergency response capabilities.
• To act as incident commander in charge of the response team until relieved by a more senior incident commander.
• On behalf of the Station Manager, manage and ensure the delivery of the site’s SQEP training and safety critical training requirements as line managers for their Watch members.
• Apply risk assessment processes to all aspect of work delivery including writing, reviewing and auditing written risk assessment.
• Ensure the delivery of Fire & Rescue Services capabilities and respond to any other requests for help that may arise within Sellafield.
• Supervise the provision of inspection, operational testing and maintenance services for a range of fire and response equipment on Sellafield.
• To ensure that training, assessment and recording systems are maintained and consistent with Site and National Standards where applicable.
• To co-ordinate the assessment of suitability, ordering, testing and recording of SF&RS equipment and consumables as required.
• To co-ordinate the inspection, testing and subsequent reporting of portable firefighting equipment and BA providing written reports to the assets owners as required.
• Undertake liaison and support duties at site command centres which include, the Main Site Command Facility (MSCF).


Authorities & Dimensions

Authorities:
• To perform assigned duties as directed and under the control of the Station Manager.
• Ability to provide Incident Command and Control of SF&R Emergency Response to the limits of their authority at an incident scene.
• To identify and raise to management’s attention issues/concerns, non-compliances and opportunities for improvement.
• Will provide guidance about SF&RS capabilities in support of site operations to the limits of their authority and competence.
• On behalf of the Station Manager, manage and ensure the delivery of the Maintenance of Skills Schedule to ensure that the Watch meet the required standards and records of competence and undertake skills validation and assurance.

Dimensions:
• Line Manager to a team of Firefighters.
• Plan and schedule work, drills and exercises as required.
• Watch Manager will nominally take control in an incident at the Access Control Point or as directed by the incident commander at the ICC in line with the site’s arrangement for command and control.
• Undertake liaison & support duties at site command centres.
• Will apply the principles of JESIP (Joint Emergency Services Interoperability Programme).
• Will act as Functional/Support Sector or Operations Commander to the Incident Commander at complex multi-agency events.


Essential Skills

• Hold the ICL1 National Operational Incident Commanders Course accreditation.
• IFE Level 3, Unit 2 in Fire Operations
• IFE Level 3, Unit 2 in Fire Operations • Suitable and detailed evidence of shadowing, substitution or temp promotion as an acting WM including SECC/MSCF and MSCF fire officer responsibilities.
• Excellent communication skills and the ability communicate at all levels within Sellafield Ltd and with external agencies including local authority emergency services.
• Good interpersonal skills with a high level of personal integrity.
• Ability to apply risk assessment processes to solutions.
• Questioning attitude and the ability to challenge effectively.
• Self-motivated with high levels of drive and energy.
• Ability to priorities effectively.
• Proven ability to think logically and analytically to resolve problems.
• Annual Firefighter fitness medical in date.
• DV clearance.
• Evidence of current competency against National Occupational Standards for Incident Command & Fire and Rescue Roles.
• Joint Emergency Services Interoperability Programme (JESIP) Operational Commander.
• ‘My Contribution Potential Rating’ of ‘Potential to Progress at Higher Grade/Zone’ and evidence of performance captured.


Desirable Skills

• IFE Level 3 Certificate in Fire Science & Fire Safety.
• SME Instructor as required by role for service delivery.
• Holds a recognised Assessor qualification.
• Questioning attitude and the ability to challenge effectively.
• Self-motivated with high levels of drive and energy.
• Ability to priorities effectively.
• Proven ability to think logically and analytically to resolve problems.
• Ability to drive a wide variety of fire service vehicles.
