Job Description

The postholder owns the Sellafield Enterprise Management System (SEMS) and is responsible for the design, development and delivery of a simplified, fit‑for‑purpose management system that enables the enterprise operating model, improves organisational performance and strengthens regulatory confidence.

The role is accountable for ensuring that Quality standards and relevant good practice aligned with ISO 9001 are effective and embedded across organisational arrangements and delivery processes.

They provide enterprise‑wide leadership, governance and assurance of the Sellafield management system to ensure compliance with Nuclear Site Licence Condition 17, relevant regulatory obligations, legal requirements and international standards.

Principal Accountabilities

• Own the Sellafield Enterprise Management System (SEMS), ensuring it remains coherent, controlled, and aligned with the enterprise operating model, regulatory requirements and organisational needs.
• Lead the design, development and delivery of simplified, fit‑for‑purpose arrangements, enabling efficient business processes, improved organisational performance and strengthened regulatory confidence.
• Set, maintain and embed Quality standards and relevant good practice aligned with ISO 9001, ensuring they are consistently applied across organisational arrangements and delivery processes.
• Provide enterprise‑wide governance and assurance of SEMS compliance, ensuring effective adherence to Nuclear Site Licence Condition 17, relevant regulatory obligations, legal requirements and international standards.
• Provide authoritative SEMS leadership, guidance and specialist advice to operational delivery organisations, working closely with the Head of Core SHEQ Services to ensure consistent, high‑quality support.
• Ensure clear, disciplined and consistent control of SEMS documentation, configuration and change, maintaining the integrity of the system and supporting efficient business operation.
• Lead continuous improvement of SEMS and Quality arrangements, ensuring they remain streamlined, performant and aligned with evolving organisational expectations and relevant good practice.
• Monitor, evaluate and report on the performance and maturity of SEMS and Quality arrangements, providing insight, challenge and recommendations to senior leaders to strengthen compliance and delivery confidence.
• Identify and manage SEMS risks, ensuring effective mitigation, escalation when necessary, and clear visibility to the SHEQ Director and senior leadership.

As a member of the SHEQ Lead Team:
• ensure a positive SHEQ culture is established and maintained, with SHEQ considerations remaining central to decision‑making;
• provide vision and leadership to drive continuous improvement against company objectives, standards and key SHEQ performance indicators;
• Set direction, goals, targets and priorities for SHEQ personnel, delegating authority appropriately.
• Establish consistent working arrangements within the Quality Standards and SL Enterprise Management System team aligned with the management system, ensuring effective compliance.
• Ensure team resources maintain strong networking and consultation relationships across the SHEQ Directorate (SHEQ Lead Team), work within the limits of their competence, and provide effective advice and support within their areas of responsibility.

Knowledge & Experience

• Deep understanding of management system design, governance, assurance and continuous improvement, including expectations for SEMS and LC17 in complex, high‑hazard environments.
• Expert knowledge of ISO 9001, Quality management principles, and relevant good practice, with experience embedding standards across large operational organisations. • Strong understanding of enterprise operating models and process architectures, including integration of standards, processes, procedures and controls.
• Demonstrated experience in developing, simplifying and optimising enterprise‑wide arrangements to improve performance and regulatory confidence.
• Proven ability to provide authoritative specialist advice on SEMS and Quality‑related matters to senior leaders and operational teams.
• Strong governance, oversight and assurance capability, including evaluating system maturity, identifying gaps and driving corrective action.
• Excellent stakeholder management and influencing skills, able to engage effectively at all levels of the organisation and secure alignment to SEMS expectations.
• Ability to lead and develop high‑performing teams, fostering a culture of Quality, disciplined process execution and continuous improvement.
• Strong analytical and problem‑solving skills, with the ability to interpret regulatory requirements, standards and organisational needs into practical, usable arrangements.
• Appropriate professional background, including a relevant degree‑level qualification (or equivalent) and recognised Quality or management system credentials (e.g., CQI, IRCA Lead Auditor / Implementer).
• With the strategic capability to both shape and enable implementation of safety policy, the role holder carries personal credibility and respect amongst senior leaders and peers.

Authorities & Dimensions:

Authorities:
• Represent Sellafield Ltd on matters concerning the Sellafield Ltd Management System in external engagements with regulators, NGOs, industry bodies and professional groups.
• In partnership with the SHEQ Lead team, to challenge the safety performance of the organisation and intervene as appropriate to prevent activities which threaten compliance with regulatory standards.
• Delegate responsibilities to team members and hold team members accountable for adhering to commitments and performance of work according to applicable SL standards, procedures and arrangements.
• Authorise, delegate and approve expenditure of funds in line with the extent of delegated powers of financial authority, as referenced in SLM 4.04.01 “Delegated Powers of Financial Authority” and any supporting Site Management arrangements.

Dimensions:
• Leads a team of ~30 staff, with grades ranging from Band 4C to Band 3B.
• Delivery Plan ~£3M.

Job Context & Challenges

Safe, secure and sustainable site stewardship is Sellafield Ltd’s priority, with this role integral in supporting the maintenance of the highest standards in SHEQ performance whilst enabling high hazard risk reduction.

Sellafield is a uniquely complex, high‑hazard nuclear environment where disciplined, coherent and assured management arrangements are essential to safe, secure and sustainable site stewardship. As part of the SHEQ leadership team, the role provides the enterprise with authoritative governance and oversight of the Sellafield Enterprise Management System (SEMS), ensuring arrangements remain robust, compliant and aligned with recognised good practice. The role underpins safe operations, hazard reduction and decommissioning by maintaining the integrity of the management system, embedding effective Quality standards, and enabling consistent, reliable and well‑controlled delivery across the Sellafield site and wider NDA estate.

The challenge for the role holder is to enable these high standards through:
• Strong leadership of teams to improve SHEQ performance;
• Coaching standards to improve behaviours and skills;
• Provision of SHEQ professional and expert services;
• Undertaking assurance and actions to address SHEQ performance gaps;
• Having rigorous oversight that holds Sellafield Ltd to account on SHEQ performance.

The 2025 government Task Force review of the nuclear industry and regulators provided recommendations focussed on accelerating delivery and reducing costs whilst maintain safety. This role is key in helping Sellafield Ltd:
• Simplify SHEQ processes and workflows for safe delivery;
• Reduce the culture of SHEQ risk aversion;
• Remove SHEQ cultural and capability approaches that unnecessarily block progress.

Success in this context requires deep collaboration and cooperation with peers in the SHEQ lead team, mission delivery, Project Directorate teams, regulators, industry partners and employee representatives. The role demands high levels of gravitas, integrity and professional credibility to represent Sellafield Ltd effectively at senior engagements with the NDA, government agencies and external stakeholders.
