Assist in the provision of a Cost Engineering service for a project.

Principal Accountabilities

• Assist in ensuring the accuracy and timeliness of data communicated and reported to all Stakeholders.
• Highlight/escalate any issues as appropriate, through the Project Controls Management structure.
• Maintain compliance with approved SL Procedures and Cost Engineering systems.
• Assist in the active contribution to continuous improvement of the functional quality and performance of Project Controls.
• Interface and maintain relationships with Internal Stakeholders.
• Demonstrate behaviours that allow a challenging attitude and the capacity to learn continually.
• Good communication, collaboration and team working skills.

Role Specific:

Baseline:
• Support the preparation of baselines during all project phases.
• Support the creation of a time-phased cost control estimate.

Monitor, Control & Forecast:
• Support to the preparation, monitoring and forecasting of expenditure profiles and provide accruals where required within the Cost Breakdown Structure.
• Support to ensure all commitments are recorded to maintain projects forecasts within approved financial limits.
• Support the preparation the ‘estimate at completion’ at control account level for review and approval.
• Maintain the cost control databases and validate the information across Cost Engineering systems.
• Apply metrics such as quantity tracking to identify cost trends and to update estimates of final costs and support the feedback of norms.
• Support the Commercial team with approval of contractor valuations and applications for payment.
• Support the provision of Lifecycle/Fiscal Year cost profile for financial management decision making.
• Support the provision of the required information to support the risk process.
• Assist in the generation of Sellafield Project Execution Review (SPER) deliverables.

Control Change:
• Assist in the project variation and change control processes and track use of contingency.
• Assist in the generation and implementation of the change control request (CCR).

Report:
• Conduct variance analysis.
• Support to the preparation of cost reports, including earned value analysis, identifying critical areas and trends and recommend recovery options/plans.
• Report project cost status against the cost budget.

LFE:
• Support to the provision of project outturns against baseline for LFE and Knowledge Management.
• Ensure the accuracy and timeliness of data communicated and reported to all Stakeholders.

Profession:
• Support Profession Change Initiatives.
• Actively contribute to continuous improvement of the functional quality and performance of Project Controls.

Essential Skills

• Awareness of, or experience working within NEC or other target cost contract environments.
• Advanced use of Microsoft Excel.
• Ability to reconcile and analyse cost information.
