To support Sellafield and the directorate in the execution of the business and functional strategies.

To partner with the stakeholders and lead cross functional teams in the development and execution of business aligned; integrated sub category and make v’s buy strategies. Take the lead in determining the true business need and working collaboratively with the Sourcing Delivery Team in the sourcing and selection of suppliers. Post selection, take the lead in the proactive management of suppliers, and maximise value to the business through the delivery of innovative, progressive solutions, services and goods.

Category Manager for lCT – This role shapes and delivers the strategy for the delivery of the Sellafield Ltd requirements for lCT from the Supply Chain. This role will include ownership of the lCT Commercial Category Strategy as well as full lifecycle commercial ownership and execution including procurement and contract management requirements. The role integrates heavily into the Information Services Organisation. The role will generally lead a team between the size of 6-18.

Principal Accountabilities

• Act as lead during project/programme submissions at SL Investment Review Panels (IRPs) and NDA Expenditure Review Panels (ERPs)
• Plan – Develop, maintain, support and improve the quality of the Procurement Plan for their assigned category/ portfolio, to ensure the Plan in place is accurate with robust data integrity, any changes made to the Plan follow the change control process and that no fee abatement is incurred
• Strategy – Development and delivery of sourcing, contracting and supplier management strategies within the assigned sub-category(s) and suppliers to deliver fit for purpose, lowest cost and innovative solutions for the business.
• Category and commercial management – To lead sub category and commercial management activities, providing direction and coaching as required to cross functional teams in order to drive the right outcomes, while ensuring compliance with European Union (OJEU) and Public Contract Regulations.
• Supplier Governance & Performance – Execution of appropriate supplier relationship/contract management strategies. Ensure all SL minimum standards and controls are met in line with the Commercial Management Framework and that supplier contract, operational and strategic reviews are conducted and appropriate SRM/ contract management plans are in place in order to maximise value through performance, continuous improvement and innovation.
• Category Management & Compliance – To undertake sub category and commercial management activities, ensuring intelligent application, providing direction and coaching as required to cross functional teams in order to drive the right outcomes, while ensuring compliance with European Union (OJEU) and Public Contract Regulations and with all SL policies, minimum standards and governance / risk mechanisms.
• Business Partnering – To partner with the assigned business area, gaining a seat within their leadership team as an integrated team member. Establish a full understanding of the business need and bringing challenge through strong external insight and an understanding of what good looks like, in order to reshape thinking, optimise category strategies, and working collaboratively with the Sourcing Delivery Team in the sourcing of fit for purpose solutions that enhance performance and drive continuous improvement/ innovation.
• Value Delivery and Performance – Accountable for the quality and effectiveness of delivery within assigned sub category, as measured by an agreed balanced scorecard developed to achieve service and financial outcomes. Accountable for the delivery of Commercial savings targets within assigned sub category/ portfolio by developing a robust savings plan, completion of a contract review schedule, ensuring that all commercial activities meet or improve on budget costs, volume and efficiency targets in line with business objectives in year cashable savings are verified and recorded.
• Project and Change Management – Drive change internally and externally using high quality project and program management skills to ensure projects are completed successfully.
• Performance & Capability Development – Accountable for the development of self and team and supporting the head of in creating a business facing high performing category team through performance management, training, coaching, mentoring and exploiting the collective knowledge of the SL Supply Chain function in
order to meet and exceed the objectives of the team, function and business.

Principle Accountabilities Continued

• Risk Management – Assess the commercial risk to the business within the category supply chain and any new commercial opportunities and the development and implementation of appropriate mitigation plans.
• Continuous Improvement – Responsible for the creation of a continuous improvement culture within team, that continuously challenges and reviews activities, behaviours, policies and procedures in order to capture, share and implement learnings which will deliver benefits for the Directorate and enable the achievement of SL strategic goals and operational performance.

Essential Skills

• Degree in relevant discipline or equivalent experience in commercial /contract management.
• Extensive experience working in procurement/supply covering a broad range of products and services.
• Extensive leadership and management experience.
• Knowledge and/or a commitment to develop strong working knowledge of Open Journal of European Union (OJEU) and Public Contract Regulations.
• Expansive knowledge of relevant legislation and guidelines e.g. NEC3 terms and conditions.
• Member of the Chartered Institute of Purchase & Supply (MCIPS) or Royal Institute of Chartered Surveyors (RICS) or equivalent professional membership.
