The Conduct Compliance Officer leads the implementation of the personal and professional standards expected of Sellafield Ltd employees by enabling a culture of compliance in line with the Code of Responsible Business Conduct. The role holder will also assist the Head of Conduct Compliance and Corporate Investigations in conducting Fraud, Bribery and Corruption Risk Assessments around the business as well as taking responsibility for other aspects of the office, such as Gifts and Hospitality requests and concerns of wrongdoing reported around the business.

Where required, the Conduct Compliance Officer will also take responsibility for conduct investigations around the business and wider NDA Group.

Principal Accountabilities

• Lead the promotion of a strong anti-fraud, anti-corruption culture within Sellafield Ltd to ensure the protection of both the Company’s assets and reputation. Participating in Fraud, Bribery and Corruption awareness and training sessions across the business,

• ensuring Sellafield Ltd has adequate policies and practices in place designed to prevent, detect and respond to reports of fraud, bribery or corruption, respond to reports as required under the Bribery Act 2010 (and related Guidance)

• Assist the Head of Conduct Compliance and Corporate Investigations to develop and deliver the Fraud, Bribery and Corruption Compliance Plan, to ensure a robust corporate plan, including supporting the Fraud Risk Assessments identified in the Compliance Plan in line with industry best practice.
• Lead the implementation and promotion of the Code of Responsible Business Conduct (CoRBC) for Sellafield Limited, to ensure a clear and robust responsible business code, including monitoring business compliance with the principles contained within the Code, monitoring and maintaining the digital versions (available on SharePoint and the GOV.UK website) for changes in content and delivering for the CoRBC topic area as part of the new recruits Induction courses
• Promoting the code and/or new content using SL Internal Comms
• Formulating an annual report to provide to the Head of Conduct Compliance & Corporate Investigation to present to the SL Audit and Risk Assurance Committee (“ARAC”) on compliance with the CoRBC.
• Maintain a compliant whistleblowing policy, manage the provision, and promotion of a Whistleblowing/Speaking Up service (currently Safecall) to the enterprise and wider supply chain ensuring compliance with relevant legislation (the Employment Rights Act 1996, Public Interest Disclosure Act 1998, the Enterprise Regulatory Reform Act 2013 and the Bribery Act 2010).
• Responsible for delivering and promoting a reporting concerns process, including the allocation of investigations to the most suitable department/individual to ensure an effective process is in place.
• Monitor, approve and record gift and hospitality requests and other events expenditure in line with the approved delegated powers to the Conduct Compliance Office, ensuring compliance with bribery and hospitality best practice.
• Build constructive and effective relationships with the business e.g. People Function Advice and Case Coaching to establish and maintain a strong working relationship.
• Assist the Head of Conduct Compliance and Corporate Investigations in delivering enterprise level reporting, detailing all concerns raised with the Conduct Compliance Office, including Fraud, Bribery and Corruption and other concerns to ensure comprehensive and accurate recording.
• Conduct investigations into potential serious concerns or suspected employee/contractor/third party related fraudulent activity, while maintaining the strictest confidentiality, utilising proper evidence identification, collection and preservation methods.

Principal Accountabilities Cont.

• Responsible for managing the Ethics Ambassadors Network (consisting of several SL employees) and other SL/NDA Group Initiatives relevant to the department to ensure alignment across the organisation and wider Group.
• Responsible for being the IT contact for the department, including maintenance of the department SharePoint page, ensuring a single point of contact.
• Responsible for compiling SL’s Fraud, Bribery and Corruption returns for the NDA, DESNZ and the Cabinet Office.
• Complete other metric/audit-based requests relevant to the Conduct Compliance Office as requested internally or externally to ensure accurate data recording and record keeping.
• Deputising for the Head of Conduct Compliance and Corporate Investigations during times of absence, providing resilience to that role.
• Take responsibility for own personal development; pursue training and other opportunities to maintain a high level of expertise regarding fraud techniques, antifraud control activities and fraud-auditing procedures. Stay abreast of current business and industry trends relevant to the business/department

Essential Skills

• Recognised fraud risk management qualification by a recognised provider, e.g. CIPFA or CIFAS.
• Recognised Business Compliance qualification by a recognised provider, e.g. ICA or LRN
• Prior knowledge and expertise working in a compliance and/or investigation environment.
• Sound knowledge and experience of reporting concerns, whistleblowing, business ethics, fraud, bribery, and corruption.
• ACAS trained case management investigator.
• Sound knowledge and understanding of Sellafield people policies and procedures including Disciplinary, Complaints, Dignity at Work, Performance, Attendance and Medical Redeployment
• Excellent understanding of employment law, specifically around discrimination, equality and diversity and demonstrable ability to advise on the application of law
• Strong planning, organisation, and prioritisation skills.
• Must be collaborative, and able to create trusting relationships with the high standards of integrity and confidentiality.
• Good written and verbal communication skills.

Desirable Skills

• Possess and have at least 5 years of sound technical knowledge of high risk investigations in a corporate environment (in accordance with ACAS guidance).
