Job Description

Control and supervise the construction work being undertaken assisting the Construction Manager with construction activities on Sellafield sites to ensure that activities are executed to meet the regulatory & statutory requirements of the Licensee, the product delivered meets the required specification, as well as the goals and objectives of the project and business.

Assist in enabling that the construction works where there are plant interfaces and then oversees the works on behalf of the Construction Manager to ensure that the design intent is met.

Principal Accountabilities

• Assist the Construction Manager with monitoring contractors in relation to site, contractual and statutory requirements and ensure contractors are aware of their subsequent responsibilities.

• Monitor the work of Contractors and their Supervisors on an ongoing basis providing input and suggesting adjustments based on instructions from others to ensure that contractors management take positive action to maintain safety, health, and environmental arrangements to the highest possible standard.

• Monitor contractor compliance based on documents reviewed / endorsed by others to ensure controlling documents submitted for review and endorsement are commented on prior to the commencement of work.

• Co-ordinate interfaces and liaise with contractors, designers, operators, work planners and client at site level to ensure any necessary permissions are in place, the flow of relevant information is uninterrupted and understood correctly.

• Promote a proactive and proportionate approach to safety (nuclear, radiological, conventional, and environmental) to optimize it on the construction site and to protect Sellafield Ltd from any undue risks.

• Assist with the discharge of Principal Contractor and Nominated Representative duties as required as to meet current UK Legislation and Sellafield Site Licence Conditions.

• Ensuring that construction activities are controlled in accordance with engineering arrangements (Conduct of Engineering Manual) and that all legal, regulatory, statutory, contractual and governance arrangements are met and in support of the site license.

• Assist with delivery of the construction discipline phase of the project, meeting safety, cost, programme dates and quality objectives and ensuring any corrective actions required are taken.

• Report progress to the Construction Manager and manage appropriate records for safety, contractual and / or quality purposes. Overall progress will be reported up to Construction Manager on weekly basis with exception being given to ‘critical items’ where progress may be reported more frequently.

• Assist with input and maintenance of the Construction Phase Plan as required to meet current UK Legislation.

• Participates in discussions to support the effective communication and coordination, liaise on interface working and ensure that site work overall is planned and coordinated to achieve construction programme dates.

• Maintain records for use in adjudication on applications for contract enhanced or reduced payments.

• Verify the construction work and manufacture records to ensure the physical configuration of constructed plant (i.e., ensuring the design intent is met).

• Assist with the production and delivery, as required, of documentation to produce the construction work packs.

• Keep up to date with the latest construction techniques and technologies to bring about most efficient delivery of construction on the Sellafield Site.

• Capture, share and apply construction LFE and shared best practice to improve capability and business performance in the medium and longer term.

Knowledge & Experience

• Experience over a range of demanding Engineering topics. The demands may be in form of project delivery pressures (time, cost & quality constraints), technical complexity of work being delivered or heavily regulated industry.

• Experience and proven ability in front line supervision of trade/craft effort.

• Ability to Manage and Deliver Construction projects and tasks.

• Ability to provide guidance to construction team and project & design managers.

• Understanding/knowledge of NEC 3 Contracts.

• Understands construction arrangements in compliance with Nuclear Site Licence Condition 19.

• Has a strong desire to drive for results within their teams/departments.

• Can influence others to improve.

• Can develop and maintain effective relationships and communications with key stakeholders and effective communicator.

• Effective at directing colleagues/team.

• Can ensure input to other project processes are incorporated, for example, design, HAZOP, risk, contract, estimating and knowledge management.

• Has a basic understanding of the Sellafield gated process.

Essential Skills

• Recognised Engineering Apprenticeship at NVQ Level 3,
– OR Member of the Institute of Engineering or member of Institute of Clerk of Works.
– OR Engineering Technician (Eng Tech) status.
– OR Equivalent qualification in relevant engineering, manufacturing, process, or plant operations subject.
– OR Experience of delivery in an engineering, technical or operational role.
• Ability to represent the construction team and provide construction guidance to project & design managers.
• Ability to achieve full competency for role in line with TPD and career pathway competency assessment.

Desirable Skills

• HNC or equivalent Level 4 qualification in relevant engineering subject.
• CDM Awareness training.
• Experience of Managing Construction Work at Sellafield.
• Nominated Rep (NR).
• Experience over a range of Engineering Projects.
