Job Description The Corporate Lead for NMAS provides support to the Head of SSQ for the delivery of Nuclear Material Accountancy and Safeguards Function for the Sellafield Site Licence Company. The role delivers the requirements of the Site’s nuclear material accountancy and safeguards system and is accountable for the issuing of reports under Nuclear Safeguards Regulations 2019. The role requires an in-depth knowledge of nuclear material management principles and practices used across a wide range of Sellafield plants to ensure Safeguards regulatory compliance is maintained. The role holder will be required to interface with a range of internal and external stakeholders/regulators to ensure the NMAS requirements are embedded into new processes. This role requires DV clearance. Principal Accountabilities • Process Owner for SEMS section 3.4.8 “Nuclear Material Accountancy and Safeguards” (SLMS section 2.12). • Nuclear Site Licence condition owner for LC4 “Restrictions on Nuclear Matter on site”. • Manage and develop a team of 20 people delivering safeguards regulatory and Commercial reports with a budget of ~£1.5 million. • Lead a team providing expert advice and guidance on issues appropriate to area of responsibility, ensuring relevant stakeholders receive timely warnings / advice of NMAS risks / opportunities for the company. • Lead discussions and influence negotiations with external bodies, including customers, regulators and Government bodies, relevant to the area of responsibility. • Facilitate discussions between IAEA and ONR on the provision of Agency Safeguards inspections. • Leads identification and mitigation of NMAS risks and opportunities. • Leading a team providing expert advice to new projects to ensure the nuclear materials control, accountancy and safeguards arrangements are designed into new builds and properly implemented. •Train, advise and guide Nuclear Material Custodians on NMAS standards and arrangements, and industry good practice to enable performance and drive improvements. Knowledge & Experience • Extensive knowledge of Safeguards regulations or other highly regulated discipline. • Demonstrable knowledge of supporting international regulators in delivering equipment installation, operations and maintenance. • Proven experience in delivering regulatory/customers requirements. • Provides expert advice to stakeholders, such as Regulators, Commercial customers and UK and international industry forums. • Develops and maintains relationship with senior business management to promote standards. • In-depth knowledge of inspection and audit across a range of site facilities, including follow up investigations. • Designs and implements practical solutions to complex problems. • Experience in leading a team in maintaining compliance against regulations. Essential Skills • STEM Degree, and chartership in a relevant STEM professional body, or extensive directly relevant experience to an equivalent level. • Demonstrable relevant experience in leading teams delivering in an operational or technical role. • Experience of leadership in a relevant discipline. • Demonstrable ability to influence senior managers and external stakeholders (including customers and regulators such as ONR, IAEA and NDA). • Good analytical thinking skills, with experience of solving novel and challenging technical issues. • Ability to maintain strong connections with Portfolio Directors and their teams. • Clear understanding of the role and its relationship with other departments and external bodies. • Excellent verbal and written communication skills. • Good project management and financial control skills. Desirable Skills • Current knowledge of legislative, regulatory and other requirements relevant to the NMAS area of responsibility. • An ability to deal with conflicting company priorities to ensure regulatory compliance. • Evidence of building, maintaining and using effective networks. • Extensive international and national networks, and a recognised authority within the skill area.
