Job Description The SHEQ Value Stream Lead leads, directs and controls all Environment, Health, Safety and Quality activities within a Value Stream to support delivery of the value proposition in a manner that enables the VS to discharge its SHEQ statutory duties and corporate obligations. For quality activities, the SHEQ Value Stream Lead will act as the intelligent customer for the Value Stream and will define the level of service provision required from the corporate quality organisation. The role holder reports to the Head of SHEQ (Site) but works closely with the Head of Value Stream as a functional member of their lead team. Principal Accountabilities • To support the Head of Value Stream in delivering their value propositions through the provision of competent, professional, Environment, Health, Safety & Quality advice and support services. • To define and agree the level of SHEQ service/support required by the Value Stream, including access to site wide SHEQ services delivered by the SHEQ Services Delivery Lead (e.g Health Physics monitoring support) and Head of SHEQ (Site) (e.g. Training, Dosimetry, NMAS and Nursing services). • The SHEQ Value Stream Lead will act as the single point of contact within the Value Stream for all quality matters, with the Corporate Lead (Quality) retaining responsibility for the provision, supervision and management of competent resource to discharge the quality activities. • To act in an SHEQ Intelligent Client capacity for work delivered in the Value Streams through the supply chain. • To support the SHEQ Enterprise Leader in ensuring that appropriate skilled resources are available to the Value Stream and that any surplus resource is effectively managed within the business. • To interface with functional peer groups to inform development of appropriate SHEQ policies and standards and to ensure adequate SHEQ arrangements are in place on all facilities and projects within the Value Stream to meet company, regulatory, Site Licence and Environmental Permit requirements, and to ensure effective compliance with those arrangements. • To ensure that appropriate assurance and governance arrangements are implemented within the Value Stream and to assure the Head of Value Stream and Sellafield Site Management Director on performance against SHEQ legislative and company standards and targets. • To maintain oversight of the output of assurance activities / SHEQ reviews / interventions within the Value Stream, highlighting and challenging deficiencies to the relevant managers when identified. Principal Accountabilities Continued • To ensure accurate and timely reporting of all SHEQ related issues, and act as the SHEQ conscience of the Value Stream, intervening as appropriate to prevent activities which threaten SHEQ standards being challenged. • To deliver site and corporate SHEQ improvement objectives and targets, and ensure that effective corrective action programmes are identified and implemented based on gaps in regulatory compliance and relevant good practice, which will improve SHEQ performance and maintain Sellafield Ltd EHS reputation. • To identify and lead transformational change to SHEQ scope, processes and approaches that enable value delivery within the Value Stream. • To support the Head of Value Stream and Sellafield Site Management Director in the effective management of SHEQ Regulator interactions and support the Head of SHEQ (Corporate) on regulatory interactions at a corporate level. • As a member of the Site SHEQ lead team, to lead in the setting of standards and expectations with respect to safety, performance and behaviours, and to personally demonstrate these standards; • ensure that a positive SHEQ culture established and maintained, and consideration of SHEQ remains at the forefront of decision making; • provide vision and leadership to drive continuous improvement in performance against company objectives, standards, and key SHEQ performance indicators. • To provide direction on work, goals, targets and priorities to Value Stream SHEQ personnel, and to delegate the appropriate level of authority to SHEQ team members. • To put in place consistent and uniform working arrangements within the Value Stream SHEQ team to meet the requirements of the management system, and to provide the required leadership to deliver effective compliance with these working arrangements. • To lead Sellafield Limited Nuclear Professionalism Standards and Expectations within the Value Stream SHEQ team, monitoring performance against these standards, and delivering sustained improvements through promoting, stimulating, encouraging, and leading improvement processes. Authorities & Dimensions Authorities: • To engage with relevant site and external stakeholders (including the Office of Nuclear Regulation, Nuclear Decommissioning Authority and the Environment Agency), and represent the Value Stream Duty holders on SHEQ matters. • To undertake and execute the obligations of the Intelligent Client and Intelligent Customer for SHEQ in accordance with the Programme, Project, Partners Intelligent Client basis of Operations Manual. • To act as the SHEQ conscience for the Value Stream and to intervene as appropriate to prevent activities which threaten compliance with regulatory safety standards. • To negotiate with the accountable Function to ensure that EHS&Q personnel are developed, that the delivery team are resourced with competent personnel with the capability to execute assigned scope. • To delegate the appropriate responsibilities to direct reports, and to hold team members accountable for adhering to commitments and performance of work as it relates to applicable procedures, guidelines and safety requirements. Dimensions: • Leads a team of 25-100 professional Environment, Health and Safety staff. • No specific financial authorities. Nominated Roles: • The role holder will normally be expected to contribute to the site emergency arrangements as a member of the site emergency duty team (e.g. Site Emergency Controller, Deputy Site Emergency Controller or Safety Services Controller). Essential Skills • Qualified to degree level in a science or engineering discipline or having equivalent experience in a science or engineering role. • Substantial experience in a front line SHEQ and/or Operations/Technical leadership experience, providing the depth and breadth of knowledge to act with credibility in a senior site leadership position. • Significant professional SHEQ knowledge and/or experience in an Operational or Projects Context. • Experience in leading SL interactions with external Regulators and stakeholders at an operational level. Desirable Skills • Experience in the development of arrangements for ensuring intelligent customer capability for contractor management and oversight. • Experience in Conventional Safety Management and Improvements. • High level professional SHEQ qualifications (e.g. Chartered membership of a relevant professional body.
