Job Description The Head of Conduct Compliance and Investigations leads the Conduct Compliance Office and the Corporate Investigations team; overseeing compliance, ethics and investigations across Sellafield Limited and where required the wider NDA Group.. This job is accountable for delivering effective investigations into fraud, bribery, corruption and other conduct-related concerns, while defining and implementing frameworks, policies and assurance activities that promote ethical behaviour, compliance with legal and regulatory obligations, and adherence to government standards and the Code of Responsible Business Conduct. It also oversees governance, monitoring, testing and horizon scanning to ensure the effectiveness of compliance and investigations arrangements. Principal Accountabilities Corporate Investigations (Serious Concerns) Accountabilities • Accountable for investigations into fraud, bribery, corruption and other conduct concerns including leading Board-, Executive- and high-profile investigations are delivered to consistently high standards and confidentiality. • Lead, resource and develop a professional investigations team (alongside business unit investigators) with the capability and expertise to deliver consistent high-quality investigations. • Develop, maintain and implement a consistent corporate investigations framework, methodology and standards are aligned to data protection, confidentiality and information security requirements. • Manage key internal and external stakeholder relationships, including Legal, People, ONR, NDA and Cumbria Constabulary to coordinate investigations, protect company interests and mitigate risk. • Lead implementation, oversight and promotion of the Code of Responsible Business Conduct as the organisation’s ethical framework in order to enhance and embed ethical business practices across the organisation. • Ensure effective controls, training and prevention measures are in place to mitigate fraud, bribery and corruption risks and promote a strong anti-fraud and anti-corruption culture across the organisation. • Regularly review policies, processes and training to identify improvements in line with best practice and industry trends. • Oversee gifts, hospitality and related approvals in line with delegated authorities. • Oversee the implementation of the Fraud, Bribery and Corruption (FBC) Response Plan and Whistleblowing/Speaking Up service, ensuring compliance with relevant legislation and standards. • Provide enterprise-wide (and group-wide) reporting and insights on conduct concerns, including fraud, bribery, corruption, whistleblowing and other serious matters to ARAC, General Counsel and governance forums to identify risks and target investigative activity. • Lead and contribute to NDA Group investigations, whistleblowing and ethics initiatives, e.g. Develop and promote the Ethics Ambassador network across SL and the wider NDA Group. Authorities & Dimensions Authorities: • Unrestricted access to all of the organisation’s activities, records, assets, physical property and personnel necessary for the proper discharge of its responsibilities. • Approval for all Gifts and Hospitality requests. • Undertake fraud and serious concern investigations across all Sellafield Ltd Directorates, including investigations of allegations made at Board or Executive level. Dimensions: • Oversight of investigatory risk across the organisation. • Significant influence on organisational policy on conduct, compliance and employment investigations. • Line management for the Conduct Compliance and Corporate Investigations team. Essential Skills • Strong, in-depth knowledge within an investigative job in a corporate investigation environment, recognised as a senior investigation’s expert, typically evidenced by advanced (Level 7) qualification or equivalent experience. • Holds a recognised investigation qualification: Accredited Counter Fraud Specialist in both investigations (Certificate in Investigative Practice (CIPFA) and ACAS trained) and Fraud Risk Assessor qualified. Desirable Skills • Technical knowledge of criminal law and procedure, specifically the Police and Criminal Evidence Act 1984 (PACE).
