Job Description The Organisation Design Lead is accountable for shaping, developing, and continuously optimising Sellafield Ltd’s organisational structure aligned with the Target Operating Model (TOM) to enable safe, efficient, and effective delivery of its mission. This role sets the standards, owns the process, drives assurance and best practice and is the SME for the design of organisational models, operating frameworks, and workforce structures that support complex operational and project delivery, regulatory compliance, and long-term strategic requirements. The postholder ensures the organisation is structured to: • Deliver enhanced performance, resilience and efficiency. • Optimise capability, cost, and performance. • Adapt to changing regulatory, strategic, and operational demands. Principal Accountabilities 1. Organisation Design Strategy • Define and lead the organisation design strategy aligned to corporate and delivery objectives. • Establish and own the organisation design framework and facilitation approach, including materials and templates to record recommendations, decisions and escalations. • Working with the Business Partnering team and senior stakeholders to ensure business requirements are built into an operating model and organisation design. • Ensure alignment with NDA expectations and government priorities. 2. Operating Model Development • Lead the programme of work to design and oversee the implementation the Enterprise target operating model (TOM), working in collaboration with the Business Partner team. • Is the steward for the maintenance on ongoing optimisation of the Enterprise TOM and ensures clarity of accountabilities, governance, and decision rights (e.g. RACI frameworks). • In collaboration with the Business partners, provide assurance that organisational interfaces and structures are clear • Provide support, guidance and oversight to the Business Partners in support of operating model development and organisation design. 3. Transformation & Change Delivery • Lead organisation design elements for major enterprise wide, change programmes. • Act as SME and the lead for organisation wide restructuring and integration initiatives. 4. Workforce Planning & Capability • Ensure organisational structures and operating models reflect current and future capability needs. • Work with the SWP Team and LC36 team to identify organisational capability gaps. • Aligns organisational design with strategic workforce planning and the job family framework. • Where appropriate, support the identification of capability gaps and resourcing strategies. 5. Governance & Design Standards • Design and implement rigorous governance to ensure organisation structures are well maintained and aligned with business planning, approved staffing levels, the corporate TOM and the Job Family framework (Underpinning License Condition 36). • Establish organisation design principles, standards, and governance frameworks. • Ensure consistency, compliance, and control across organisation design activity and organisational management. • Provide assurance to executive leadership on organisational effectiveness. 6. Stakeholder Engagement • Act as a trusted advisor to Executive and Senior Leadership Teams. • Partner with colleagues across HR, Finance, Strategy and Business Planning, and Delivery areas. • Engage with trade unions and regulatory stakeholders where relevant. 7. Data, Insight & Analytics • Use organisational data and analytics to inform design decisions. • Develop metrics on span of control, layers, cost, and productivity. • Benchmark against industry best practice. 8. Key Relationships. • SL Senior Leadership Team and NDA Group. • HR Business Partners and Centres of Expertise. • Job Family and Sub Family Leads. • Trade Unions. Knowledge & Experience • The postholder will be responsible for designing the required team size. Although undefined at this stage, it will be a small number of SMEs at most. • The role-holder will have no budget responsibility. • The job will influence and guide budget holders’ decisions relating to people-related cost effectiveness. • The job will operate across the Enterprise as required. Essential Skills • Significant experience in organisation design and operating model methodologies/frameworks within complex, regulated environments (e.g. nuclear, infrastructure, defence, utilities). • Proven experience supporting major programme or portfolio delivery. • Strong understanding of operating model and organisation design. • Experience of influencing, shaping and design at a senior leadership / executive level. • Knowledge of governance, controls, and regulatory environments. • Understanding of key issues and pressure points within Licence Condition 36. • Experience of working withing Unionised working environments. Desirable Skills • Experience within nuclear or public sector organisations. • Understanding of NDA / Sellafield mission and lifecycle challenges.
