Job Description Job Purpose: To deliver a comprehensive personnel security and vetting aftercare service across Sellafield Ltd and its supply chain, ensuring compliance with regulatory requirements and promoting a proactive security culture. The jobs encompass both investigative case management and stakeholder engagement to mitigate insider threats and support national security vetting processes. Principal Accountabilities • Conduct detailed personnel security interviews and background investigations in accordance with government and organisational standards (e.g., HMG Baseline Personnel Security Standard, NSyP, ONR guidance). • Manage individual cases involving potential security concerns, conducting proportionate investigations and risk assessments in collaboration with line managers, HR, Occupational Health and law enforcement. • Provide support to SL employees, contractors and ASWs undergoing personal changes to maintain their National Security Vetting (NSV) clearance. Act as the single point of contact for vetting aftercare matters across SL and the supply chain. • Develop and maintain relationships with key internal and external stakeholders to provide expert advice on Personnel Security and Vetting Aftercare best practices, enhancing organisational capability and capacity. • Manage, retain, and dispose of confidential personal data to ensure full compliance with Data Protection regulations and safeguard individual privacy. • Monitor personnel activity through various channels to detect and address suspicious or irregular behaviour. Support early intervention efforts to minimise the risk of insider threats and maintain personnel reliability. • Liaise with CNC, Cumbria Constabulary, ONR-CNSS, trade unions and other strategic stakeholders to support investigations, ensure regulatory compliance and align on security objectives. • Promote a proactive security culture by contributing to improvement initiatives, delivering development workshops and raising awareness of vetting aftercare and insider threat mitigation across SL and its supply chain. • Manage and maintain key programmes such as the Enhanced Target Testing Programme (ETTP) and the National Security Screening Programme (NSSP). Support the administration and continuous improvement of vetting aftercare processes. • Maintain secure information systems to support vetting aftercare and enable effective intelligence sharing. Conduct assurance checks to verify compliance and identify areas for improvement. • Undertake data analysis on behavioural characteristics to inform improvements in site-wide conduct and behavioural standards. • Develop and implement communication strategies to ensure consistent messaging and stakeholder engagement across the organisation and supply chain. Authorities & Dimensons Authorities: • Withdraw sponsorship of an individual’s National Security Vetting (NSV) clearance where significant security concerns are identified, to protect organisational integrity and national security interests. • Suspend access to the Sellafield site, IT systems and sensitive information on behalf of the Personnel Security Manager in response to significant or emergent clearance concerns, to safeguard operational integrity and mitigate potential security risks. • Approve or deny recognition of BPSS clearances issued by other nuclear sector organisations to ensure alignment with SL’s security standards and risk appetite. • Endorse or decline Security Risk Assessments to validate the appropriateness of proposed security measures and ensure effective risk mitigation. • Authorise additions, amendments, and removals within the Security Management System to maintain accurate, up-to-date security records and support operational integrity. Dimensions: • Make informed recommendations to the Personnel Security Manager regarding changes to clearance levels and site access to support effective decision-making and uphold security standards. Job Context & Challenges: This profile combines two previously distinct functions: Investigative Personnel Security and Vetting Aftercare Engagement. While both contribute to the management of insider threat and regulatory compliance, they differ in approach and emphasis. The investigative aspect focuses on identifying and managing security concerns through casework, intelligence sharing and liaison with law enforcement. In contrast, the engagement aspect centres on proactive communication, stakeholder education and assurance activities to promote behavioural standards and reduce risk. Balancing these complementary but distinct functions requires adaptability, discretion and strong stakeholder management skills. Essential Skills • Degree qualified in a relevant discipline, together with extensive experience in a personnel security role. For internal candidates, suitable relevant experience may be considered in lieu of formal qualifications. • Strong interpersonal and communication skills, with the ability to engage, influence and challenge stakeholders at all levels across SL and the supply chain. • Understanding of personnel security principles, including vetting, aftercare, and insider threat mitigation • Demonstrates sound judgement, integrity and professionalism when handling sensitive personal matters and making difficult decisions. • Strong analytical skills to evaluate information, produce reports and make proportionate, risk-based recommendations • Extensive experience conducting investigations into individual conduct and behaviour, including face-to-face interviews and conflict resolution. • Highly self-motivated and resilient, with the ability to prioritise and adapt in a dynamic, fast-paced environment. • SC/DV clearance or eligibility to achieve. • Proficient in Microsoft Office applications (Word, Excel, PowerPoint, Outlook). Desirable Skills • Experience collaborating with law enforcement and local authority agencies to support security-related investigations and initiatives. • National Protective Security Authority (NPSA) personnel security training. • Direct experience working with regulatory bodies, demonstrating understanding of compliance expectations and regulatory engagement. • Experience delivering services within a highly regulated environment, demonstrating the ability to navigate complex compliance requirements and maintain operational excellence under strict governance. • Strong understanding of data protection legislation, including UK GDPR and the Data Protection Act 2018 and its application in a security context. • Professional registration with a relevant security institute (eg, The Security Institute), demonstrating commitment to professional standards and continuous development.
