Job Description

To enable the delivery of high-quality products and services that meet specified requirements and provide optimal value to our customers. This job is responsible for ensuring quality standards are effectively defined and implemented throughout the project, procurement and operational lifecycle, and ensuring compliance with regulatory and contractual obligations, while promoting continuous improvement that deliver sustained benefits.

Principal Accountabilities

Establishing quality standards and management systems
• Develop, maintain and continuously improve local management systems to ensure effective application and compliance with relevant obligations.
• Establish quality management arrangements in line with relevant obligations and good industry practice.
• Define and communicate clear quality expectations, standards and specifications to ensure understanding.

Promoting culture and focus for Quality
• Foster a strong quality culture through stakeholder engagement, influencing early engagement and supporting education to ensure quality is recognised as a key enabler.
• Translate customer, stakeholder and regulatory expectations into clear quality requirements.
• Collaborate with integrated teams to prepare quality plans and inspection plans, taking consideration of risks, opportunities and learning from experience (LFE), and define requirements for life-time records, to enable right-first time quality delivery.

Applying quality assurance and control
• Define and implement risk-based quality assurance and quality control (QA/QC) to confirm products/outputs meet specified requirements.
• Identify and escalate quality deviations or non-conformances, working with integrated teams to ensure adequate actions are taken.
• Support the concurrent compilation of quality records, and verify these conform with specified requirements.
• Support intelligent customer responsibilities for Quality throughout the procurement lifecycle to minimise the risks of poor supply chain quality performance. This includes participating in evaluation boards as necessary, contributing to supplier opening up meetings, and reviewing and accepting relevant quality submissions.

Providing oversight of quality performance
• Develop and implement risk-based assurance programme, taking responsibility for planning and carrying out assessments for their area, to verify expected outcomes.
• Monitor, and report on, quality performance and trends, to enable informed decisions, using appropriate tools (including key performance indicators/dashboards).
• Support local management reviews and the facilitation of 3rd party certification audits.

Driving continuous improvement
• Apply structured problem-solving methodologies and quality improvement tools to address issues and enhance performance.
• Monitor the effective implementation of corrective/preventive actions and improvements.
• Capture, evaluate and share quality LFE and good practice to drive continuous improvement.

This may include deputising for their Line Manager when required.

Authorities & Dimensions

Authorities:
• Accepts/rejects quality plans and other quality related documentation on behalf of Sellafield Ltd (SL).
• Accepts/rejects Lifetime Quality records on behalf of SL.
• Raises quality deviations or non-conformance reports.

Dimensions:
• Jobs will be assigned to specific business / subject matter areas and specialise in quality processes relevant to that area.

Specific dimensions of quality domains on which a Quality Engineer / Inspection may focus are outlined below (although a general proficiency across all domains is expected):

• Value Streams and Site Infrastructure.
Collaborates with integrated operations / project teams and the supply chain to enable ‘right first time’ quality delivery, supports Intelligent Customer responsibilities for Quality, intervenes / escalates when delivery teams operate outside of specified requirements, and acts as the key interface for quality matters across stakeholders.

Essential Skills

• Graduate in relevant discipline or professional qualification. Membership of the Chartered Quality Institute (CQI) or other relevant professional body. Lower-level qualifications may be considered for candidates with substantial professional work experience in quality related jobs.
• Operational or Project experience within SL or in an environment with similar complexity and risk, sufficient to understand and review end to end processes and propose quality improvements.
•Understanding of quality risks and the impact of non-conformance on safety, performance, and reputation in complex, high-hazard environments (e.g. nuclear, defence, infrastructure).
• Ability to understand and interpret both customer and stakeholder requirements (including, where required, legislation and standards).
• Good working knowledge and understanding of quality management systems, and experience in developing, maintaining and improving quality standards and promote procedural adherence to support right first-time quality delivery.
• Effective communicator with the ability to influence and collaborate across multi-disciplinary teams and supply chains.
• Ability to apply effective quality planning, assurance and oversight throughout the lifecycle of projects and operations, taking consideration of risks and opportunities and learning.
• Ability to drive improvements using structured problem-solving and quality tools.

Desirable Skills

• Delivery or engineering experience in an operational or project environment.
• Knowledge of ISO 9000 and other management system standards.
• Understanding of key obligations and requirements relevant to the nuclear industry.
• Understanding of key business processes, their interdependencies and interactions, and how they affect performance.
• Proven ability to apply improvement tools and techniques and structured methodologies to analyse problems and implement solutions to support the business.
• Experience with supplier quality assurance, assessment and inspection techniques.
• Trained auditor and/or experience conducting investigations and root cause analysis.
