Job Description The Safety Case Management Lead (SCML) will provide senior technical leadership and direction to a Value Stream/business area, working at a programme level, on the strategy for the development, implementation, maintenance, review and withdrawal of the Nuclear Safety Case(s) in their Value Stream/business area in accordance with Safety Case process arrangements, relevant legislation, Relevant Good Practice and business needs. Principal Accountabilities • Provide strategic technical leadership on behalf of the Safety Case Owner and Programme Lead for managing nuclear safety cases to ensure Nuclear Safety and legal compliance are maintained and to enable the achievement of programmatic objectives and milestones within their area. • Provide high-quality safety case advice and support on strategic business matters on behalf of the Safety Case Owner and Programme Lead to all internal and external stakeholders across the business area to ensure Nuclear Safety is adequately considered in programmatic decision making. • Senior leader of the Safety Case Managers and Safety Case Advisors in their area to provide senior line management and strategic direction to achieve SL business objectives, working with the Safety Case Central Capability to address long term business resourcing and support flexible/mobile use of resource. • Influence positive action and lead on change associated with improvements and innovation and proactively seek and apply learning within their business area to ensure continuous learning and improvement associated with Safety Case Management within their programmatic area and across the broader enterprise. • Maintains a good awareness of business and profession drivers in order to ensure Safety Case Management approaches align with current business needs, context and strategic drivers. Challenging approaches when necessary to achieve a Safety Case that best enables the mission. • Assists in the development, maintenance, assurance and optimisation of SL’s Nuclear Safety Case arrangements to ensure that arrangements reflect industry relevant good practice and are flexible enough to enable the mission going forward (for example- by providing learning, experience and technical opinion on the arrangements and at times, leading on the development of methods/ processes/guidance). • Supports the development and maintenance of the technical capability for their discipline to ensure a healthy pipeline of technical resources for the future (for example by acting as a mentor/ inputting in to training and briefing and advising on resourcing needs/ issues/ risks). Authorities & Dimensions On behalf of the Safety Case Owner/Head of Safety Case (Delivery Pillar): • Delegated authority for the Implementation, Maintenance, Review and Withdrawal of the Safety Cases within their Value Stream/business area on behalf of the Safety Case Owner and Head of Safety Case. • Provision of strategic and visible leadership in establishing an effective and constructive Regulatory relationship with respect to Nuclear Safety Cases in their Value Stream area. This includes engagements on both strategic and specific issues within the Value Stream, as well as nurturing the health of the relationship itself. • Lead on the commercial and supply chain interactions in their Value Stream area, with oversight and responsibility for spend and oversight and commercial management of the agency/contractor FTE. • Management of Nuclear Safety Cases talking into account LFE from other areas and Relevant Good Practice. • May act as the SL ‘controlling mind’ for the adequacy of nuclear safety case delivery output for any delivery framework/partnership in their team on behalf of the Intelligent Customer. The SCML is a technical expert and strategic leader operating at programme level, influencing senior internal and external stakeholders, including regulators. They manage complex, high-risk work packages with multiple interfaces, requiring innovative approaches to safety case management. Key responsibilities include: • Communicating Safety Case requirements to senior leaders, regulators, and multi-disciplinary teams. • Leading innovation and shaping nuclear safety case strategies to meet evolving business needs. • Ensuring compliance with Site Licence Conditions (SLC14, SLC15, SLC23) and Sellafield Safety Case Arrangements. • Supporting interfacing functions (e.g., Engineering, Operations, Training) in meeting safety case obligations. Leadership duties: • Direct line management of Safety Case Managers (Band 3B) and senior oversight of advisors (Band 4), graduates, and apprentices, often across multiple locations. Essential Skills • Education: Degree in a STEM or related technical field or relevant experience. • Nuclear Safety Competence: Significant experience of applying nuclear safety case management arrangements in a complex, high hazard and environment. • Industry Experience: Extensive background in the UK nuclear sector, including knowledge of key legislation (HASAWA, IRR, Nuclear Installations Act, etc.). • Process Expertise: In-depth understanding and leadership in Safety Case Process – managing safety cases (implementation, maintenance, review, withdrawal) and aligning with strategic goals. • Safety Case Knowledge: Deep understanding of safety cases including scope, interfaces, and legal compliance; able to communicate effectively with senior stakeholders including the regulator. • Strategic Leadership: Demonstrated ability to set and lead safety case strategy across multiple and diverse work faces. • Stakeholder Engagement: Skilled in influencing and collaborating with internal and external senior stakeholders to achieve business outcomes. Able to translate complex technical content for senior audiences with clarity and credibility. • Previous experience in a leadership role within a large, complex, high hazard organisation. • Experience of delivering as part of a multi-disciplinary project team (demonstrating a good understanding of project environments). • Experience of managing Safety Cases for different facility lifecycle stages (i.e. new builds through to decommissioning and demolition). • Experience working with commercial systems and acting as a customer to the supply chain to ensure effective working practices and continued value for money. • Innovation & Improvement: Proactive in applying lessons learned and introducing innovative safety case solutions. • Team Leadership: Experience leading nuclear safety case teams and managing large or multiple complex live safety cases. • Strategic Alignment: Aware of site-wide goals and how safety cases must adapt to changes while maintaining boundaries. Understands how safety case management contributes to safety, cost, and schedule improvements. Skilled in navigating competing priorities (e.g., safety vs. hazard reduction) and making pragmatic decisions. • Responsive Support: Capable of reacting effectively to urgent or evolving plant conditions. Desirable Skills • Hold (or have experience equivalent to that of) a Chartership of a relevant Professional Institute or a Postgraduate qualification in safety cases management. • Experience of acting as a Safety Case Manager for different business areas. • Capable of framing complex problems and setting direction for a delivery team without solving it themselves (broad scanning, reasoning, problem solving, pattern recognition, flexibility of thought and approach). • Good understanding of the principles of leading transformational and behavioural change within a large organisation. • Able to coach and facilitate in a technical and functional environment to deliver improved and/or effective safety case outcomes. This would include DAPs and SQEPs in their area. • Sellafield Knowledge: detailed understanding of site operations, hazards, structure, and processes to guide safety case management in a dynamic environment. • Project Integration: Understanding of SL operations, project lifecycle, and interfacing functions to align safety cases with business needs. • Lifecycle Experience: Broad experience managing safety cases across full plant/project lifecycles at Sellafield. • Commercial Awareness: Familiar with SL’s commercial systems to engage supply chain effectively and ensure value.
