1. Role Purpose:

Provide expert electrical safety support service to reinforce, maintain and improve electrical safety and electrical maintenance during plant operations and maintenance (including isolations) to ensure compliance with all relevant legislation and guidance and to ensure people are working to Sellafield Ltd (SL) standards and expectations on the SL site and off site facilities.

2. Deliverables:

• Support the Principal Senior Authorised Person Electrical (PSAP(e)) in developing and embedding electrical safety policy and electrical safety rules and supporting practices for SL whilst considering legislation, external standards and Relevant Good Practice (RGP).
• Manage the personal development, aspirations, performance and work scope of a team of Authorised Persons Electrical (AP(e)) to ensure a high performing cohesive team.
• Support the (PSAP()) in developing and embedding an electrical safety improvement plan for SL and update based on the output of assurance activities, investigations and condition reports.
• Develop an electrical safety improvement plan for their area of responsibility in line with the SL plan and update it based on the output of assurance activities, investigations and condition reports.
• Develop an electrical safety assurance plan for their area of responsibility to ensure that learning from investigations and condition reports are implemented.
• May act as a Subject Matter Expert (SME) for all matters related to electrical safety for their area of responsibility holding operations, maintenance, projects and contractors to account giving guidance to their team of AP(e)s and the business.
• Maintain compliance with the Electricity at Work Regulations (E@WRs), IET Wiring Regulations & SL Electrical Safety Rules (ESR) and guidance during any activities by personnel on electrical equipment or electrical systems by developing and delivering a programme of Task Observations and Electrical Safety Audits.
• Provide training, coaching and mentoring to AP(e)s on activities associated with work on electrical equipment or electrical systems.
• Appoint, reappoint and assess AP(e)s and contractors (as required) to meet SL and Regulation 16 of the E@WRs requirements.
• Oversee the appointments and re-appointments of Nominated Person Electrical (NP(e)s) to confirm expected standard are being applied by the appointing AP(e).
• Ensure the AP(e) and NP(e) community in their area of responsibility provide the appropriate coverage and undertake assurance assessments on the competency of the AP(e)s and NP(e)s.
• Endorse or advise on Risk Assessments to identify and assess electrical hazards prior to commencing or instructing others to carry out work on any electrical equipment, electrical system or any other task which has risk from electricity.
• Endorse the risk assessments associated with high hazard electrical work (e.g. work on or near live exposed conductors that may give rise to danger).
• Undertake the agreed programme of Task Observations on AP(e) and NP(e)s and others whilst they are carrying out work activities on electrical equipment, electrical systems or on equipment at risk from electricity to ensure correct standards of electrical safety and maintenance are being maintained.

Additional Deliverables:

• Oversee and encourage use of Maintenance Standards and Human Performance tools and techniques in activities associated with work on electrical equipment and electrical systems.
• Attend stakeholder meetings or isolation surgeries regarding high hazard electrical work to provide safety advice on the hazards identified and the controls required to mitigate hazards.
• Lead or support management investigations with electrical implications to determine root causes and identify learning to share across site.
• Hold regular AP(e) meetings to review electrical safety, share learning and best practices.
• Regularly attend SAP(e) meetings with peers to discuss electrical safety, learning and share best practices.
• Ensure that the AP(e)s maintain up to date registers of portable equipment, temporary supplies and redundant cabling to ensure that all equipment is safe to use, maintained appropriately and location and state is known.
• Carry out duties as per the nominated appointment of SAP (E) as set out in the authorisation certificate.
• Identify, develop and coach future SAP(e)s from within the AP(e) communities to strengthen the capability of the electrical community.
• Provide an overview to the PSAP(e) of the impact of ageing assets on electrical safety within their area of responsibility.
• Set the standard for electrical Maintenance Instructions, plant/facility drawings and Technical Basis of Maintenance (TBoMs) to ensure that any modifications are included to ensure technical accuracy.
• Assess the requirements of all relevant legislation, standards and guidance and determine what arrangements are required for compliance.
• Support the PSAP(e) with regular involvement with regulators, stakeholders, auditors, unions and benchmarking exercises.
• Proactively utilise networking and training opportunities to keep abreast of improvements and changes in standards, best practices and regulations and to embrace the usage of new technologies in areas of electrical engineering and safety.

Knowledge & Experience

• Higher Level qualification in a relevant electrical discipline or a significant period of experience in the electrical maintenance / engineering field.
• Significant engineering/maintenance experience providing depth and breadth of knowledge within an electrical maintenance/engineering field.
• Experience in planning and prioritising the work of teams.
• Good communication skills at all levels of the organisation (both internal and external to SL).
• Evidence of working experience and in depth understanding of:
– Electricity at Work Regulations
– Health & Safety at Work Act
– IET Wiring Regulations
– SL Electrical Safety Rules and supporting practices
– Provision and use of Work Equipment Regulations

Essential Skills

Higher level qualification in a relevant electrical discipline or a significant period of experience in the electrical maintenance / engineering field

Demonstrable experience of leading by example and setting high expectations in a highly regulated industry.

Demonstrable experience of holding people to account through strong leadership and guidance.

Holds the role of Authorised Person Electrical or has the equivalent level of skills and experience.

Evidence of working experience and in depth understanding of:
• Electricity at Work Regulations
• Health & Safety at Work Act
• IET Wiring Regulations
• SL Electrical Safety Rules and supporting practices
• Provision and use of Work Equipment Regulations

Desirable Skills

Demonstrable experience of planning and prioritising work for themselves and others.

Holds Professional registration with the appropriate professional engineering institution.

Demonstrable knowledge of engineering processes.
