To support and contribute to the successful delivery of the scope, schedule and cost against the work scope of an assigned sub category/ portfolio/programme/project by the ensuring the optimum provision of fit for purpose goods and services from the supply chain.

Senior Buyer, Construction / Site Works
The Senior Buyers will be part of teams managing the Decommissioning Nuclear Waste Partnership (DNWP) and the Infrastructure Delivery Partnership (IDP), two of the largest contracts awarded in the last decade. These are 15-year strategic partnerships worth a combined £6.9Bn that were awarded in October 2025.

You will be part of a small team that manages the framework agreements. This is an exciting time to join the teams as we mobilise and transition the new frameworks, establish ways of working and build relationships with the supply chain. As such, experience in supply chain and contract management is essential to develop and implement solutions that maximise value, drive performance, and support business objectives.

Principal Accountabilities

• To establish, collate and conduct the initial analysis with regard to the forecast of demand requests, challenging demand requirements to ensure that the correct/compliant procurement route is used and assist in market research and engagement to ensure value for money sourcing is achieved

• To provide varying degrees of support to the management of sourcing, assessment, selection and award of contracts of low to medium value/ complexity/risk dependent on grade including, to ensure value for money procurements are undertaken.

• To support the production of/produce non-complex contract strategies, and ensure compliance with Commercial Function policies, procedures and governmental requirements so that commercial risks are identified and mitigated dependent on grade. With support, draft strategies for complex contracts of relatively high value and/or commercial risk , including relevant cost models

• Ensure activities undertaken comply with Commercial Function policies, procedures, legislative and governmental requirements so that commercial risks are identified and mitigated

• Ensure value added commercial and financial contract management techniques are used in the management of contracts through to contract close out, in order to drive performance and ensure that contract benefits are fully realised including both monetary savings and soft benefits.

• Work collaboratively with internal stakeholders, customers and professional functions, providing external insight, commercial support advice and guidance and support the continued development and embedding of commercial awareness across the business.

• To accurately develop/ maintain procurement activity records, reports and data in a timely manner.

• To provide professional advisory commercial support and guidance to internal customers, taking proactive steps to improve and embed commercial awareness across suppliers/clients/contractors to ensure wider business objectives are met.

• Competent in the use of commercial systems and coach others in the use of.

• To support and coach colleagues within the Function and business areas where applicable to ensure the transfer of knowledge and skills, therefore contributing to the development of a high performing culture and the delivery of the business, Function and team objectives.

Financial Management:

Exercise individual financial delegated authority of £10,000 to £150,000
Dependent on experience and/or portfolio

Essential Skills

• HND/Degree in Business Management, Procurement, Quantity Surveying, Supply Chain Management or relevant discipline OR demonstrable experience in lieu of this

• Experience working in procurement/supply covering a broad range of products and services

• Working knowledge of the Procurement Act 2023

• Membership of Chartered Institute of Purchase and Supply qualifications or other relevant equivalent professional qualification

• Understanding/application/working knowledge of relevant legislation and guidelines e.g. NEC 3 terms and conditions

Desirable Skills

• Knowledge and experience in sourcing and negotiation including strong working knowledge of the Public Contract Regulations
• Extensive leadership and management experience
• Ability to interpret case law for applicability to various stages of procurement activities.

Role Context & Challenges

The role holder will take the lead on medium risk procurement activities, as well as supporting the Category Manager in more complex areas. Managing the tender process for contracts within their delegation, and providing a lead support role in the tender process for contracts >£3M at higher grades.

Role holders will be required to have a good knowledge of procurement processes including Make V Buy and routes to market. In doing so will work collaboratively with the internal stakeholder/ customer and appropriate functions within the business in order to understand/ determine the business need/ fit for purpose solution(s). Working with the Sourcing Team, will actively support the tender process for contracts within own delegation and greater and liaise with the legal team in order to draft appropriate contractual agreements.

They will undertake contract management activities for contracts within their portfolio with support from their line manager in order to drive supplier performance and ensure the realisation of all contract benefits. The role holder will be expected to identify and support the implementation of continuous improvement opportunities both within the Function and the broader business.
