Job Description

The Senior Emergency Management (EM) Planner plays the lead role in planning, conducting and reporting on emergency exercises. They identify and implement improvements to ensure compliance with Site Licence Condition 11. The position takes a lead role and is able to perform duties with minimal management direction.

Job Context and Challenges

The Senior EM Planner will support a dedicated work scope but will also be required at times to support other teams across the business. In support of the site delivery tasks, the role holder will require good communication skills and a flexible approach to the work delivery. They will interface at various stakeholder levels to ensure the planned schedule of emergency exercises is delivered alongside operational, safety and security priorities.

Principal Accountabilities

• Take the lead role in developing and maintaining emergency preparedness processes, plans and procedures. The role holder will develop, conduct, coach and evaluate emergency drills and exercises to ensure local/site capabilities and arrangements are in place to enable response to a facility/site emergency situation.
• Support local/site facilities during facility, site, district and national-level emergency drills and exercises by participating as an umpire, evaluator or other support role.
• Lead and support the command and control coaching and mentoring of multiple facility/site Emergency Duty Teams (EDTs) to ensure there is readiness to respond at all times.
• Work with multiple internal and external stakeholders to ensure emergency preparedness arrangements are implemented, in accordance with and adhering to site standards, practices, and policies.
• To ensure facilities within their remit are fully compliant, lead in confirming all equipment is in place, working and correctly registered. This will guarantee that the area is able to respond at all times.
• Lead and perform self-assessment on the assigned functional area and support assessments in other areas. This process will include identifying cost effective alternative/improvement opportunities to ensure facility arrangements are robust.
• Lead benchmarking and develop, implement and deliver a learning and continuous improvement culture in emergency preparedness. Identify & implement resolutions to highlighted issues or concerns against defined schedules. Define operating experience feedback to share learning across the wider emergency preparedness community.
• Maintain health-check metrics, dashboards, and key performance indicators to ensure oversight of arrangements is visible to the appropriate parties.
• Take the lead role in supporting implementation of governance arrangements to ensure appropriate legislative, regulatory, environmental, safety and quality requirements are complied with across their area of responsibility.

Knowledge & Experience

Essential Skills

• Degree (min 2:2) or equivalent in relevant discipline with adequate relevant experience, or where appropriate, part professional qualification with adequate relevant experience. For internal candidates, suitable relevant work experience may be considered in lieu of formal qualifications where appropriate.
• Experience of playing an integral part (can be internal and/or external to Sellafield Site) in Emergency Management (preparedness and/or response), eg current emergency responder (central or facility), member of an Emergency Management Organisation such as retained fire and rescue, mountain rescue etc.
• Demonstrable evidence in planning and implementing emergency exercises/drills.
• A high degree of organisation and planning skills of self and others to meet service delivery to time schedule and cost.
• Proven stakeholder management and influencing skills.
• Proven ability to think logically and analytically to resolve problems using a range of tools and techniques.
• Proficient in Microsoft Office applications.
• Good communication skills (both written and verbal).
• Planning and presenting information to high standards.
• Self-motivated, demonstrating high levels of resilience, honesty and integrity, with the ability to provide constructive feedback to individuals and groups.
• Evidence of application of Nuclear, Radiological and/or Conventional Safety in own work area.
• SC Clearance or the ability to achieve, and a willingness to attain DV Clearance if needed.

Desirable Skills

• Flexible attendance (to support shift rotas and drills/exercises etc.).
• Experience of working in an operational environment and radiological controlled areas.
• Knowledge of emergency response equipment.
• Experience of line management/ability to deputise for line manager.
