The Commercial Property Specialist (CPS) will support and contribute to the successful delivery of scope, schedule and cost by ensuring the optimum provision of property and land management services from the SL Property Team, NDA, third party land owners and the supply chain. This will be against an assigned portfolio of work covering LC3 compliance, property and land acquisitions, and property and rates management. Whilst reporting to the Commercial Property Manager (CPM), the CPS manages and undertakes property activities to meet the business needs of Sellafield Limited (SL). This will encompass all aspects of property and land management demanding professional experience and competence, taking due account of SL initiatives.

Principal Accountabilities

• To support the successful performance of the assigned portfolio within the organisation, through the delivery of SL’s contractual property obligations and the optimum provision of property and land management services from the NDA, third party land owners and the supply chain, including all aspects of property and land management, strategy development, price analysis, negotiation, property agreements and management.
• To mentor and develop support staff with the Team, where appropriate.
• To the SCPS CPM for the contribution to company property activity within defined, scope, schedule and cost.
• To assist in the establishment and collation of forecasts of the demand requirements and ensure that individual property activities are effectively undertaken to meet their needs.
• To ensure company property strategies are adhered to within their portfolio of work.
• To identify property risks and support the management and mitigation of these risks.
• To protect the Company’s legal interests.
• To challenge demand requirements to ensure value for money sourcing.
• To manage LC3 compliance, property agreements, property strategies, business rates and property management.
• To assist in ensuring value added property and land management techniques and controls are deployed on property tasks and projects through to close-out.
• To assist in the maintenance of property activity records, reports and system data are completed accurately and to agreed timescales.
• To ensure consistent application and implementation of company property policy and procedures.
•To assist the CPM in managing key stakeholder relationships, including the NDA and other identified stakeholder issues relative to the assigned portfolio as identified by the CPMo ensure compliance with health and safety requirements, including promoting a “safety culture” (both within Sellafield Ltd and the Supply Chain).
• To contribute to the delivery of significant and sustained improvements in the discharge of these accountabilities.
• To provide property support and advice to internal customers.

Authorities & Dimensions

To establish priorities for Property activity within assigned portfolio.
To supervise Property Administrators engaged in ID activity within assigned portfolio.
To deputise for Senior Commercial Property Specialist (SCPS) when necessary.

Essential Skills

• HND or equivalent in Business Management, Procurement, Quantity Surveying, Supply Chain Management or relevant discipline.
• Chartered Institute of Procurement and Supply Practitioner (Level 4) and actively working towards Advanced Practitioner (Level 6) in line with Learning Agreement or Royal Institution of Chartered Surveyors equivalent.
• Knowledge of Landlord and Tenant Law.
• Knowledge of Contract Management.
• Knowledge of Business Rates Management.
• Knowledge of Licence Condition 3 and lease/tenancy Management.
• Knowledge Property and Land Management.
