Job Description

Plant Facing Technical Managers oversee and enable a team of Plant Facing Technical Advisors, who provide technical assessment and justification, underpinning the operation of plants, processes and facilities, ensuring they are technically viable. They ensure Best Available Techniques (BAT) are deployed and maintain compliance with regulatory and safety requirements.

Plant Facing Technical Managers themselves provide expert advice, guidance and training on technical matters closely aiding front line support to projects and programmes site wide.

Principal Accountabilities

• Effectively manage a team to provide technical support that enable the operation of plants and processes, implement improvements within the area they support, and allow decision making that is technically viable, sufficiently underpinned, and within regulatory requirement.
• Provide specialist advice, guidance and training on technical matters closely aiding front line support to projects and programmes site wide.
• Responsible for the development and maintenance of Technology Road Maps (TRMs), TBURD, and a robust Technical baseline.
• Enable the safe delivery of technical deliverables to cost and schedule, including technical reports, optioneering assessments, process documentation, and proposals of effective and appropriate solutions to technical challenges.
• Ensure that the technical work conforms to the correct levels of governance and provide technical advice to relevant governance bodies.
• Drive the development of new process and practice in line with safety case, environmental cases, authorisation compliance and product quality requirements relevant to the areas supported.
• Line management of Plant Facing Technical Advisors. Setting performance goals and standards of behaviour, active management of SQEP/training, ensuring attendance and absences are appropriately managed, conducting regular Check-in conversations and ensuring well-being of team members.
• Capture, preserve and share relevant knowledge to ensure the plants and projects have ongoing access to the best available scientific knowledge and experience.
• Proactive management of team safety issues ensuring all are working in compliance with site health and safety procedures.
• Ensure adequate consideration of nuclear, conventional, industrial, radiological and environmental safety within technical outputs, by ensuring all work activities are to site standards, policies, processes and procedures.
• Represent their department/facility at internal and external meetings and forums, as appropriate.
• Maintain effective relationships with stakeholders, establishing and maintaining links to relevant internal groups and external agencies, e.g. colleagues in operations roles, Centres of Expertise and regulatory bodies.
• Contribute to the development of budgetary procedures, specifications and safety documentation.
• Ensure the team are continually developed through appropriate mentoring and training programmes to deliver best practice solutions against site requirements.
• Proactive management of team workload, deploying resources against priority tasks.
• Complies with all legislative, regulatory and company policy standards and procedures e.g. safety, quality, risk, security etc. applicable to the role.
• Establish and maintain appropriate standards, systems, and documentation in line with site licence conditions and regulatory requirement.

Authorities & Dimensions

• To approve local technical/plant documents and reports and carry out investigations for issues with plant/project implications. This may include checking technical papers, reports and calculations, and/or conducting investigations to maintain/demonstrate compliance with site license conditions (including but not limited to SLC 25), permit conditions, and other regulatory/stakeholder requirements (including but not limited to NDA, NWS and EA).
• To interface with relevant Centre of Expertise (COEs) and Community of Practice, (COPs).
• To interface with key stakeholders in area of responsibility, including operations support and operations management, safety case, studies, programmes and projects.
• Own local technical standards, technical procedures and processes. Develop and follow local arrangements as required.
• Provision of technical advice to relevant governance bodies.

Essential Skills

• Degree in a relevant STEM subject, or a suitable level of technical experience.
• Demonstrated ability to analyse complex technical problems, to be able to clearly articulate the issues and to implement solutions.
• Knowledge and understanding of the relevant processes/flowsheets/safety cases for plant/facilitates in the relevant area.
• Demonstrated excellent communication skills with personnel at all levels of the organisation, including the ability to prepare documents, reports and presentations internally and externally.
• Experience of holding self and others to account.
• Evidence of strong leadership and development of self and others.
• Knowledge and experience of site management systems in delivering work packages, managing technical solutions and keeping the plant in its operating envelope.
• High initiative, attention to detail with ability to plan, direct and control tasks.
• Excellent IT skills, including proficiency in Microsoft packages including use of excel and word.

Desirable Skills

• Professional recognition – Chartered with an appropriate institute.
• Experience planning, managing and delivering multiple projects to time and cost.
• Experience representing Sellafield at external events.
